H城市地下综合管廊建设“绿色转型”管理研究

【摘要】 城市地下综合管廊,是城市地下综合设施动脉工程的一个重要部分,对于一个城市的建设来说,具有十分重要的战略意义。近年来,随着H市城市建设的快速发展,城市地下空间也日益更加紧张,城市地下空间很难满足各类地下管线布设的要求。而城市地下综合管廊的施工建设,则解决了城市给水、通信、电力等各种管线管网的集约化建设,可有有效实现城市交通拥堵和道路积水等问题,有效解决了路面反复开挖和管线破裂等问题,对于H市管线的管理和维护具有重要的意义。目前,在我国一些城市已经开工建设了城市地下综合管廊,并将通过国家相关政策的引导和推动,城市地下综合管廊的建设将进入新高潮。在H市地下综合管廊建设的过程中,必须要以绿色管理为主导思想。绿色管理就是要推动生态经济的发展,以政府的激励和约束机制为指引,以降低或消除地下综合管廊建设中的生态环境破坏问题,满足绿色消费为己任,通过对施工工程的绿色管理,实现了生态效益、经济效益和社会效益的和谐统一的全员、全面和全过程管理过程。本文将在对绿色管理理念的基础上,界定了城市地下综合管廊的内涵和类型,以H市城市地下综合管廊为例,从规划、设计和建设等几个层面,对其城市地下综合管廊绿色建设进行探讨,为我国城市地下综合管廊建设的绿色转型提供参考。
【Abstract】 The underground pipe gallery is an important part of the arterial engineering of the underground facilities,which is of great strategic significance for the construction of a city.In recent years,with the rapid development of urban construction in H city,the urban underground space has become increasingly tense,which makes it difficult for the urban underground space to meet the requirements of various underground pipelines.And construction of urban underground pipe construction,has solved the urban water supply,communications,electricity and other pipeline network of intensive construction,can effectively realize the urban traffic congestion and road seeper,effectively solves the problem such as pavement repeatedly excavation and pipeline rupture,for H city is of great significance to the management and maintenance of pipelines.At present,some cities in China have already started construction of urban underground pipeline corridor,and the construction of urban underground pipeline corridor will enter a new climax through the guidance and promotion of relevant national policies.In the process of building the underground comprehensive pipe gallery in H city,it is necessary to take green management as the leading idea.Green management is to promote the development of ecological economy,the government’s incentive and constraint mechanism for guidance,in order to reduce or eliminate the ecological environmental damage problems in underground comprehensive utility tunnel construction,meet the green consumption as own duty,through the construction of green management,implement the ecological benefit,economic benefit and social benefit the harmony of whole process is complete,comprehensive and management process.This paper will be based on the concept of green management,defining the connotation of urban underground pipe gallery and types,in H city comprehensive underground pipeline corridor as an example,from three aspects,such as planning,design and construction of the urban underground pipeline corridor green construction were discussed,for integration of the urban underground pipe rack to provide the reference of the construction of the green transformation.
