【摘要】 评估是保障规划有效实施的重要手段,对于及时总结经验、分析问题、制定对策、实现目标将起到积极的促进作用。当前,国内大多数历史文化名镇都进行了保护规划的编制工作,但对保护规划进行评估的较少,且评估主要集中在规划实施结果上,多是针对规划前和规划后两个时间点的对比评估,而对规划文本编制内容和编制过程的评估和反思较少。横道河子镇作为中东铁路沿线的一个重要节点城镇,历史文化价值较为重大。对横道河子镇进行历史文化名镇保护规划文本的质量评估,可以完善历史文化名镇保护规划的文本编制,促进中东铁路沿线地区尤其是横道河子镇的文化遗产保护和建设工作。本文首先介绍了论文研究背景、目的和意义,并对国内外规划评估研究进展行了分析。第二部分介绍了规划评估的理论基础和实践现状。针对规划评估方法的理论主要包括理性规划、交互规划及弹性规划。在实例研究上,以美国城市规划文本的评估内容为案例,从规划的内在有效性和外在有效性两个方面进行了评估。在国内规划文本的案例介绍上,突出了对规划过程和价值观的重视。第三部分首先介绍了规划文本评估的总体思路,从评估原则、评估程序和评估重点做了介绍。接着从内在有效性和外在有效性两个方面对文本评估进行论述。第四部分主要是以横道河子镇的历史文化名镇保护规划为例进行评估,针对文本质量存在的问题,提出了在规划过程中从价值观和在技术层面对文本进行优化的内容。本文将文本质量的规划评估应用在历史文化名镇保护规划上,从内在有效性和外在有效性上详述了如何进行历史文化名镇保护规划的评估工作,本研究通过对文本质量的分析,将文本逻辑性、文本表达、文本内容、文本衔接以及文本编制所涉及的利益主体都做了系统思考。认为规划应在运行全过程中针对出现的新情况及时加以调整,旨在强调建立规划评估制度的重要性。更多还原

【Abstract】 Evaluation is the important means of the effective implementation of the protection planning,for timely sum up experience,to analyze and formulate strategies,achieve goals will play a positive role in promoting.At present,the domestic famous historical and cultural towns most all the planning of the protection work,but to evaluate the protection plan of less,and the evaluation focuses on the planning and implementation results,many to planning before and after the comparative assessment of the two time points,and the process of text content and the establishment of planning evaluation and reflection.Cross river town of child as an important node along the railway in the Middle East town,the historical and cultural value is more significant.Son on the cross river town,the famous historical and cultural town protection planning for quality assessment of the text,can improve the text of the historical and cultural town protection planning,promote the Middle East along the railway,especially the cross river son in the town of cultural heritage protection and construction work.This paper first introduces the background and purpose,introduces the domestic and international planning evaluation.The second part introduces the theoretical basis and practice of planning assessment.Theories of planning evaluation include rational planning theory and interaction planning.In the case study,the evaluation content of the urban planning text of the United States was evaluated from two aspects: the intrinsic validity and the external validity of the plan.In the case introduction of domestic programming text,emphasis on planning process and values is highlighted.The third part introduces the general idea of the planning text assessment,and makes a brief introduction from the evaluation principle,the evaluation procedure and the evaluation focus.Then the paper discusses the textual evaluation from both internal validity and external validity.The fourth part mainly son cross river town of historic and cultural town protection planning as an example to evaluate,aiming at the existing problem of text quality,put forward from the values in the process of planning and the technical level to optimize the content of the text.This article from the internal validity and external validity details on how to make the evaluation work of historic and cultural town protection planning,and think the plan should be in the running process in a new situation in a timely manner to adjust,to emphasize the importance of planning evaluation system is established.更多还原
