【摘要】 RC片区改造工程项目是胶州市重大的民生项目,对改善居民的生活环境,提升居民的生活质量,完善城市综合功能具有重要的作用。RC改造工程项目既解决了当地居民的居住问题也促进了地区房地产业的发展,为企业带来良好的经济效益。基于此,论文立足于RC片区改造工程项目,对项目成本中的问题进行评价,旨在在最大程度地降低投资成本,实现项目顺利开展和实施。首先,论文阐述了RC片区改造工程项目开发主体、项目选址及用地、项目工程建设规模及技术指标;重点分析了项目通过自筹、政府支持和招商引资三种渠道进行筹资,运用类别估算法、工料清单法和专家估算法等进行成本估算并编制项目预算表,根据项目开发和实施情况,制定施工项目进度计划。其次,运用挣值分析法对2014年至2017年施工情况分析后得出,2014年成本节约且工期提前,2015年项目成本超支但工期提前,2016年项目成本超支且工期拖延,2017年成本实现节约但工期拖延,不同阶段成本和进度控制存在差异,成本控制管理需加强;采用三种方法进行EAC估算,得出总成本分别为40.86亿元、41.73亿元、44.28亿元,均超出35.8亿元的预算成本。其中,质量和工期对项目成本的影响较大,造成工期延误和成本增加。在此基础上,对改造工程项目成本管理中的问题分析后,指出了施工中存在成本管理意识淡薄、成本管理体系不完善、工程项目忽视“质量成本”管理、项目缺乏“工期成本”管理、项目成本管理方法亟待提高等问题。最后,从加强项目成本人员管理、健全项目成本管理制度、建立项目质量成本管理体系、强化项目施工进度管理、优化项目成本管理方法提出了成本控制措施。更多还原

【Abstract】 The reconstruction project of RC area was a major project for people’s livelihood in Jiaozhou city.It was of great importance to improve the living environment of residents,the quality of life of residents and the comprehensive function of the city.The RC reconstruction project has solved the housing problem of the local residents and promoted the development of the real estate industry in the area,which brought good economic benefits to enterprises.Based on this,the thesis was based on the reconstruction project of RC area and evaluated the problems in the project cost,aiming at reducing the cost of investment to the maximum extent and realizing the smooth development and implementation of the project.Firstly,the paper expounded the project development subject,site selection and land,project construction scale and technical index of RC area reconstruction project.It analyzed three channels of financing by self-financing,government support and investment promotion.It used the method of category estimation,quantity list and expert estimation method for cost estimation and project budget,according to the project development and implementation of construction project progress plan.Secondly,using the method of earned value of 2014 to 2017,construction condition analysis,cost savings and time limit for a project in 2014,ahead of project cost overruns the time limit for a project in 2015,early in 2016 project delay,cost overruns and time limit for a project in2017 to achieve cost but delay time limit.It showed that cost and schedule control in different phases difference,need to strengthen the cost control management.The total cost of the EAC calculation was 4.086 billion yuan,41.73 billion yuan and 44.28 billion yuan respectively,all of which exceeded the budgeted cost of 3.58 billion yuan.After analyzing the problems in cost management,pointed out the existing issues in the construction cost management consciousness,such as cost management system was imperfect,the project neglected "quality cost",lacking of "time limit" for a project cost management,project cost management method to improve and so on.Among them,the quality and duration of the project had a great impact on the project cost,causing delays and cost increases.Again,Finally,the personnel to strengthen project cost management and improving the project cost management system,establishing the project quality cost management system,strengthening the management of project construction progress,optimization of the project cost management cost control measures were put forward.更多还原
