【摘要】 近年来,农村环境问题日益凸显,严重威胁到农村居民生存健康,制约着生活质量的提升,已经成为迫切需要解决的现实问题。农村地区环境污染不同于城市工业污染,由于农村地域广阔,污染源头复杂且交织并存,使得环境治理与保护面临挑战巨大,是一项长期性艰巨性的系统工程。本文着眼当前农村环境面临的突出问题,以解决荣成市农村环境问题为落脚点,进行系统的研究,从农村环境问题的基本概念入手,阐述了社会主义新农村建设理论、可持续发展理论及城乡统筹发展理论,为开展农村环境问题研究奠定理论基础,并指出新形势下农村环境问题特征,继而深入研究了荣成市在农村环境治理中的有效做法及取得成效,阐述了当前荣成市在农村环境治理中的不足。在此基础上,系统分析当前荣成市农村环境问题成因,除城乡“二元”结构负影响、法规政策的不完善等因素外,着重从政府治理能力、污染源排放以及社会参与程度等方面进行深入研究,旨在弄清制约荣成农村环境问题的主要根源。同时,选取国内安吉县以及国外欧美、日韩等农村环境治理经验进行研究,从中总结出完善法制建设、加大资金及技术投入、加快环保机构建设、广泛吸纳社会参与等几点有益启示。最后在明确荣成环境治理需要把握的三个原则基础上,进一步提出了加强统筹规划、拓宽融资渠道、加大教育宣传、提高治理能力、优化农业结构、培育参与主体等对策。本文主要运用文献分析与案例研究相结合的方法,在对当地农村实地调查的基础上,借鉴过内外农村环境治理成功做法,从政府的视角提出荣成市农村环境治理的路径,希望能对荣成市农村环境治理提供借鉴。更多还原

【Abstract】 In recent years,the rural environment problem has become increasingly prominent,which seriously threatens the survival and health of rural residents and restricts the improvement of the quality of life,which has become a real problem that needs to be solved urgently.Rural environmental pollution is different from the city’s industrial pollution,the vast countryside,pollution source is complex and coexist,and protection of the environment governance is facing enormous challenges,it is a long-term arduous system engineering.In this paper,looking at the current problems in the rural environment,in order to solve the problem as the foothold,flourish rural environment system research,from the basic concept of rural environment problem,this paper expounds the new socialist rural construction theory,sustainable development theory and the theory on urban and rural harmonious development,to lay the theoretical basis for study of rural environment problem,and points out that under the new situation of rural environment problem characteristics,and then further study the flourish in effective practice and success in rural environmental governance,this paper expounds the current flourish in the deficiency of the rural environmental governance.On this basis,the systematic analysis of the current flourish the rural environment problem causes,in addition to the urban and rural “dual structure” negative impact,imperfect laws and regulations policy and other factors,mainly from the government’s governance capacity,pollution emissions and conduct the thorough research to the degree of social participation,etc,to find out restricted Rongcheng rural primary sources of environmental problems.Anji county,at the same time,the selection of domestic and abroad such as Europe,America,Japan and South Korea to study the rural environment management experience,has summed up the perfect legal system construction,increased investment in capital and technology,accelerate the construction of environmental protection agency,widely absorbs the social participation and so on some beneficial enlightenment.Finally in clear Rongcheng environmental governance need to grasp the three principles of the basis,further put forward to strengthen the overallplanning,broaden the financing channels,increase the propaganda education,improve the ability of management,optimization of agricultural structure,foster the subject of participation and so on.In this paper,using literature analysis and case study,the method of combining the local rural on the basis of field survey,draw lessons from successful practices through rural environment inside and outside governance,from the Angle of the government put forward the flourish of rural environmental governance path,hope can provide reference to flourish the rural environment treatment.更多还原
