【摘要】 《中华人民共和国政府信息公开条例》(以下简称《条例》)于2008年5月1日实施,对促进我国各级政府信息公开起到了推动作用,为进一步促进政府信息公开,提升政府工作效率。2017年6月6日,国务院办公厅、法制办对《条例》进行修改,并广泛向社会征求意见。修改后的《条例》对我国的政府信息公开工作提出了更高要求。随着我国电子政务以及互联网技术的不断成熟,网站已经成为政府信息公开的主要渠道之一,社会公众主要以访问政府网站的方式获取政府信息,而政府则通过官方网站主动公开政府信息,从而提升其公共服务质量。本文立足贵州省实际情况,在对国内外相关研究的基础上,通过成熟的评价方法和指标体系,分别从主观和客观两方面,对贵州省地级市政府网站的政府信息公开效果进行综合评价。具体来说,在评价方法上,通过层次分析法搭建评价模型,在具体指标方面,本文直接采用了中国软件评测中心关于政府网站绩效评估体系中有关政府信息公开方面的指标,该指标包括基本信息公开、重点信息公开、信息公开保障等三部分,通过该指标评价模型对贵州省地级市政府网站的信息公开效果进行客观评价,然后对贵州省地级市政府网站信息公开效果进行民意问卷调查,从主观方面对其公开效果进行评价,结合主观和客观两方面的评价结果,找到贵州省地级市政府网站的政府信息公开存在的问题,针对这些问题,本文提出了相关建议,希望能够对贵州省地级市政府网站的政府信息公开工作提供参考。更多还原

【Abstract】 The regulations on information disclosure of the government of the People’s Republic of China(hereinafter referred to as "Regulations")was implemented in May 1,2008.After the implementation of the regulations,it has played an important role in promoting the public information disclosure at all levels in China.In order to further promote the public information work of the government,the work will be pushed to a new height.In June 6,2017,the general office of the State Council and the Legislative Affairs Office made amendments to the regulations and widely solicited opinions from the community.The revised regulations put forward higher requirements for our government information disclosure.With the continuous maturity of e-government and Internet technology in China,the website has become one of the main channels of government information disclosure.The public is mainly to access government information by access to the government website,and the government promotes the quality of public service through the official website.Therefore,it is of great practical significance to comprehensively evaluate the effect of information disclosure of government websites from two aspects of subjectivity and objectivity.Based on the actual situation in Guizhou,this paper,on the basis of relevant domestic and foreign research,through the use of mature evaluation methods and index system,respectively from the subjective and objective two aspects of Guizhou provincial government website of government information disclosure of the comprehensive evaluation.Specifically,in the evaluation method,the evaluation model is built by the analytic hierarchy process.In evaluating the specific index of the model,this paper directly adopts the index of the government information disclosure concerning the government website performance evaluation system of the Chinese software evaluation center,which includes the basic information disclosure and the key information.Public,information disclosure and other three parts,through the index evaluation model of Guizhou provincial government website information disclosure effect of objective evaluation,and then the Guizhou provincial municipal government website information disclosure effect of public opinion survey,from the subjective aspects of the public evaluation of the public effect,combined with the subjective and objective.The two aspects of the evaluation results,find the government information public website of Guizhou provincial government website,the government information open problems.In view of these problems,this paper puts forward relevant suggestions,hoping to provide reference to the government information public work of the municipal government website of Guizhou province.更多还原
