【摘要】 群众是党的执政基础和力量源泉,密切联系群众是党的优良传统和政治优势。习近平总书记屡次强调:“我们党来自人民、植根人民、服务人民,党的根基在人民、血脉在人民、力量在人民。”党的十八大以来,中国经济的飞速发展遭到西方势力敌对,外部环境更加严峻,中国特色社会主义进入新时代,国内主要矛盾发生变化。国际国内的复杂形势使基层党群关系面临新挑战。贵州省威宁县是贵州西北部最大的国家级民族贫困县,是贵州省脱贫攻坚战略和国家全面建成小康社会战略实施的重点帮扶对象,威宁县党群关系不仅经受着国际国内复杂形势的冲击,更面临着脱贫攻坚战略能否获得群众支持的挑战。本文以贵州省威宁县党群关系作为研究对象,对威宁县工人、农民、学生、个体户、基层干部等不同阶层,汉族、彝族、回族、苗族等不同民族进行信息采集,以辩证的观点分析当地党群关系取得的成效和面临的问题。根据对调研结果的分析,得出新形势下威宁县党群关系取得的成效主要包括:认真贯彻党的群众路线,带领群众发家致富,推进生态文明建设,坚持聆听群众诉求。面临的问题主要体现为一些党员干部办事有失公允,部分基层干部服务意识淡薄,部分基层党员干部贪污腐败。深入剖析问题产生的原因,主要在于经济基础不稳健不牢固,基层民主建设不够完善,区域民族关系复杂多样,对党员干部的监督力度浅,基层党群受教育程度低等。促进威宁县新形势下党群关系融洽发展,必须坚持全心全意为人民服务,坚持实现和维护人民群众利益的原则,要做到:一是加快经济发展步伐,满足群众物质需求;二是完善党群沟通协调机制,增强党群互信度;三是加强思想政治教育,提高群众综合素质;四是重塑党员干部服务形象,密切党群关系。更多还原

【Abstract】 The masses are the ruling foundation and source of strength of the party.Close ties with the masses are the party’s fine traditions and political advantages.General secretary Xi Jinping repeatedly stressed: "our party comes from the people,roots the people,serves the people,the foundation of the party is in the people,the blood is the people,and the power is in the people." Since the eighteen Party’s great development,China’s rapid economic development has been antagonistic by Western forces and the external environment has become more serious.Socialism with Chinese characteristics has entered a new era,and major domestic contradictions have changed.The complex situation at home and abroad brings new challenges to the relations between the grass-roots party and the masses.Weining County,Guizhou province is the largest national poverty county in northwestern Guizhou,and is the key target for the implementation of the strategy of poverty alleviation and building a well-off society in Guizhou.The relationship between the party and the masses in Weining has not only been impacted by the complicated situation at home and abroad,but also faced with the challenge of getting rid of poverty and winning the support of the masses.In this paper,the relationship between the party and the masses in Weining County of Guizhou province is taken as the research object.The article collects information of different ethnic groups such as Han,Yi,Hui,Miao and other different ethnic groups of workers,farmers,students,individual families and gr assroots cadres in Weining County,and analyzes the achievements and problems of the relationship between the local party and the masses in a dialectical view.According to the analysis of the results of the investigation,the results of the party and group relations in Weining County under the new situation include: conscientiously carrying out the party’s mass line,leading the masses to become rich,promoting the construction of ecological civilization,and insisting on listening to the demands of the masses.The problems are mainly reflected in the unfair operation of some party members and cadres,the weak sense of service in some grass-roots organizations,and the corruption and corruption of some grass-roots party members and cadres.The main reason is that the economic foundation is not stable,the democratic construction at the grass-roots level is not perfect,the regional ethnic relations are complex and diverse,the supervision of Party members and cadres is shallow,and the level of education in the grass-roots party groups is low.To promote harmonious development of relations between the party and the masses under the new situation in Weining County,we must persist in serving the people wholeheartedly and adhere to the principle of realizing and safeguarding the interests of the masses.The first is to speed up the pace of economic development and meet the material needs of the masses;two,to improve the communication and coordination mechanism of the party and the masses,to enhance the mutual trust between the party and the masses;the three is to strengthen the ideological and political education and improve the comprehensive quality of the masses;and four,to reshape the service image of the party members and cadres and to close the relationship between the party and the masses.更多还原
