【摘要】 当前,我国经济发展步入新常态,循环经济、节能减排、新产业形成的绿色发展是形势新需求,但目前编制的投入产出表反映的经济运行仍在原有经济核算范围内,与客观要求差距较大。因此,进行河北省高污染产业投入产出表研制和应用研究,具有重要理论价值和实践意义。本文主要运用投入产出技术并结合对比分析方法,在参考了国内外大量文献基础上,以河北省为研究对象,一是重点分析该区域高污染产业的影响情况,利用2012年和2015年42部门投入产出表,经过科学分类,进一步将其归并整理为10部门投入产出表。二是在投入产出表总投入下面增加废水、废气、固体化合物等10种污染物构成部分,构建了2012年和2015河北省高污染产业投入产出模型。三是通过编制的河北省高污染产业投入产出模型,计算各产业的直接消耗系数、完全消耗系数、各污染物的直接排放系数、完全排放系数,并结合河北省的经济现状和能源情况,揭示了高污染产业与经济发展和能源消耗之间存在的定量依存关系。最后,根据河北省经济能源现状、各产业对环境污染的实证研究,结合该省“十三五”规划的要求,提出河北省六大高污染产业节能减排的对策建议,为促进河北省经济协调发展,实现京津冀协同发展提供了参考。更多还原

【Abstract】 At present,China’s economic development has entered a new normal,circular economy,energy-saving emission reduction,and green development formed by new industries are new needs of the situation.However,the current economic operating conditions that are generated by the input-output table are still within the scope of the original economic calculations.There is a large gap in requirements.Therefore,the development and application research of the input-output model of high-pollution industry has important theoretical and practical significance.This paper mainly uses input-output technology and combines comparative analysis methods.It is based on a large number of domestic and foreign literature references.Hebei Province is regarded as the research object.First,Focusing on the analysis of the impact of high pollution industries in the region,using the 2012 and 2015 42 departments of input-output table,through scientific classification,further merge into 10 departments of input-output table.The second is to add 10 pollutant components such as waste water,waste gas and solid compounds under the total input of the input-output table,and build the input-output model of high pollution industry in Hebei province in 2012 and 2015.Thirdly,through the input-output model of high pollution industry in Hebei province,calculating the direct consumption coefficient,complete consumption coefficient,direct emission coefficient and complete emission coefficient of each industry,and combing with the economic status and energy situation of Hebei province,the quantitative dependence relationship between high pollution industry and economic development and energy consumption is revealed.Finally,according to the current situation of economic energy in Hebei province,the empirical study on the environmental pollution of various industries,and combining with the requirements of the " 13 th five-year plan" in Hebei province.The countermeasures and suggestions on energy conservation and emission reduction of six highpollution industries in Hebei province are put forward,which provide a reference for promoting the coordinated development of Hebei economy and realizing the coordinated development of Beijing,Tianjin and Hebei.更多还原
