【摘要】 X市某区在借鉴上海自贸区经验后,设立了行政审批局。这次改革试验使市场活力大大提升,审批效率得到质的飞跃。成功试验后,包括市本级其他各级政府都成立了行政审批局,推动力度之大前所未有。X市改革的探索得到了各界充分肯定。一个拥有良好营商环境的地区,会引入更多投资,也会使本地市场活力得到释放。建立行政审批局实现了审批流程高度集中,使审批流程更标准、更透明、更高效。设立行政审批局是满足人民对美好生活向往的迫切要求的有力抓手。本文以X市行政审批局为研究对象,通过理论分析法等相关研究方法,对运行三年来的情况进行分析、剖析,针对影响改革进程的问题提出探索性意见和建议。问题主要表现为三集中三到位不全面、事中事后监管不到位、办事流程不够简化、政务服务待改善等,本文通过分析三年来的改革探索、创新模式、标准化建设初探相对集中行政许可权改革。更多还原

【Abstract】 In 2014,a district of X City took the opportunity to study the experience of piloting reforms in the Shanghai Free Trade Zone and form the Administrative Approval Bureau of the district.In May 2015,following the successful test of water in the area,the “One Seal Pipe Approval ” was implemented in the whole city and all counties,and the Administrative Approval Bureau of X City and the administrative approval of the counties were established.In 2016,the Central Organization Office and the State Council Legislative Affairs Office fully affirmed the reform and exploration of X City and successively introduced several reform achievements in X City throughout the country.The business environment determines the competitiveness of a region.Only by creating a good business environment can we attract more investment and drive the overall development of the local economy and society.The foundation of an administrative examination and approval bureau is a practical need to optimize the business environment.It is the current need for structural reforms on the supply side,the objective needs of the 2reform of the “ distribution service ”,and it is also a realistic need to improve the administrative efficiency of the government.As the implementation,plenty of provinces and cities have successively organized administrative examination and approval bureaus.The trends of establishments of the Administrative Examination and Approval Bureau are crucial for the times and are the inevitable result of the relatively concentrated reform of administrative permission.The research object of this article is administrative examination and approval bureau of X city,through the literature research method,the theory analysis method,the induction research method and other related research methods,analyzes and analyzes the situation in the past three years running,and proposes exploratory suggestions on the existing problems.The problems mainly include three-in-three and three-position incompatibility,inadequacies in post-event supervision,simplification of administrative procedures,and improvement of government services.This article analyzes the reforms of reform exploration,innovation,and standardization in the past three years and explores thereform of relatively centralized administrative licensing rights.更多还原
