【摘要】 党的十八大以来,全面从严治党不断向基层深化、延伸,基层党内巡察制度也逐渐被纳入到党内巡视制度中,得到不断强化。《中国共产党巡视工作条例》作为党内巡视制度文件于2015年8月由中共中央正式颁布修订,并于2017年7月由中共中央进行了修改和完善,正式将市县巡察制度纳入到巡视制度当中,标志着十八大以来的全面从严治党真正延伸到基层。制度的制定关键在于执行,这也是制度的生命力所在,巡视制度的生命力也同样在于执行。作为党内巡视制度重要部分的县级巡察制度,其实施有效性直接影响着基层党建工作的开展和全面从严治党在基层的推进。本文首先梳理了古代巡视、巡察制度的历史发展进程和党成立以来党内巡视制度演进,在此基础上,通过分析十八大以来全面从严治党背景下县级党内巡察制度被纳入到党内巡视制度之后,县级巡察制度实施中面临的问题及影响因素,为更好地推进县级党内巡察制度、加强基层党建工作提供有益借鉴。本文采取了个案研究方法,通过以河南省Y县巡察工作为研究对象,从基层党建的视角出发,考察了Y县成立县级党内巡察机构以来巡察机构的组成与工作开展情况,Y县先后开展的4轮巡察工作中,以常规巡察和专项巡察相结合,专项巡察主要针对党委换届选举、机构改革和脱贫攻坚等三个领域,同时在惠农资金、农村集体“三资”、农村“双违”、“三公”经费、基层党建、正风肃纪,扶贫等七个领域开展了专项治理行动。但调研中也发现,县域社会通常以“熟人社会”的特征存在,在此环境中,Y县县级监察机构工作的开展受到诸如“人情关系”、“双重领导”、制度“水土不服”等多种因素制约,县级巡察制度有效性受到很大限制,导致了Y县县级党内巡察工作面临诸如工作队伍配备不全、制度执行贯彻不彻底、整改力度有待加强等,影响了县级巡察工作的效果。本文在系统分析的基础上,指出了县级巡察工作效果不佳的原因,针对原因提出了Y县推进巡察工作开展、提升巡察制度有效性的建设性意见。更多还原

【Abstract】 Since the party’s eighteenth National Congress,the party has comprehensively and strictly regulated the party to continue to deepen and extend it to the grassroots,and the grass-roots party within-party inspection system has gradually been incorporated into the party’s internal inspection system and has been continuously strengthened.The "Regulations on the Inspection Work of the Communist Party of China" was officially promulgated and revised by the Central Committee of the Communist Party of China in August 2015 as a document on inspection of the party system.It was revised and improved by the CPC Central Committee in July 2017,and the city and county inspection system was formally incorporated into the inspection system.Among them,they marked the sincere administration of the party since the 18 th National Congress to the grassroots.The key to the establishment of the system lies in execution.This is where the vitality of the system lies.The vitality of the inspection system also lies in implementation.As an important part of the inspection system within the party,the effectiveness of the county-level inspection system directly affects the development of grass-roots party-building work and the comprehensive and strict management of the party’s advancement at the grass-roots level.This article first reviewed the historical development process of the ancient inspection and inspection system and the evolution of the party’s inspection system since the establishment of the party.On this basis,it was included in the analysis of the county-level internal inspection system under the background of the comprehensive management of the party since the 18 th National Congress.After the inspection system within the party,the problems and influencing factors in the implementation of the county-level inspection system will provide useful lessons for promoting the in-party inspection system at the county level and strengthening the party building work at the basic level.In this paper,a case study method was adopted to investigate the composition and work of the inspection agencies since the establishment of county-level party inspection agencies in Y County from the perspective of grass-roots party building.The County of Y has successively adopted the inspection work in Y County,Henan Province.In the four rounds of inspections conducted,combined with routine patrols and special inspections,the special patrols are mainly aimed at the three areas of party committee elections,institutional reforms,and poverty alleviation.At the same time,the funds for benefiting farmers,rural collectives,“three types of funds,” and rural areas “ Double-offense,“Three Publics” funds,grass-roots party building,pro-environment,and poverty alleviation and other seven areas carried out special governance actions.However,the survey also found that the county community usually exists as an “acquaintance society”.In this environment,the development of county-level supervisory agencies in Y counties was constrained by various factors such as “human relations,” “dual leadership,” and “unfavorable” systems.The effectiveness of the county-level inspection system was greatly limited,resulting in The County Party-level inspections in Y counties are faced with the effects of county-level inspections,such as incomplete staffing,incomplete implementation of the system,and intensified rectification efforts.On the basis of systematic analysis,this article points out the reasons for the poor performance of the county-level inspections and puts forward constructive opinions on the reasons for promoting the implementation of inspections in Y County and improving the effectiveness of the inspection system.更多还原
