银星一井通防系统安全风险管理研究

【摘要】 煤矿通防系统是煤矿生产的一个非常重要的系统,其安全状况直接影响到整个煤矿的安全形势,做好通防系统的安全风险管理对提高整个煤矿的安全管理水平有重要意义。本文结合银星一井的实际生产情况,开展通防系统的安全风险管理研究,制定了适合银星一井通防系统安全风险评价的方法,给出了针对性的防范措施,对提高矿井通防系统的安全性具有一定的工程意义。首先,通过对煤矿通防系统工作内容和环节的分析,确定从矿井通风系统管理、防治瓦斯管理、防灭火管理、防治粉尘管理四个方面出发,分析出影响矿井通防系统安全的风险因素;其次,通过对多种评价方法的比选,确定采用头脑风暴法、专家法、模糊层次分析法、模糊综合评价法等方法,达到对通防系统安全风险进行识别、评估、响应和控制的目的;再次,针对银星一井通防系统建立模糊综合评价模型,对识别出的风险因素进行数据处理,得出安全风险评价结果,并结合国家煤矿安全监察局颁布的《煤矿安全生产标准化基本要求及评分办法》,对银星一井通防系统安全风险进行级别划分,并对每个级别合理赋值,参考评价得分直观的反应出通防系统的安全状况。最后,根据评价得分定级,并结合《煤矿安全规程》的规定,制定出具有针对性的防范措施。本文的研究工作对提高矿井通防系统的安全性、防止通防系统事故发生起到了良好作用。同时为评价煤矿其他系统的安全性,进而为整个煤矿的综合安全评价提供了一定的参考。
【Abstract】 The coal mine ventilation and prevention system is a very important system in the process of coal mine production.The safety condition of the system directly affects the safety situation of the whole coal mine.Therefore the safety management of ventilation and prevention system has vast importance for improving the safety management level of the whole coal mine.In this paper,combined with the actual production research work at Yinxing coal mine,the comprehensive security risk assessment for ventilation and prevention system of Yinxing coal mine was conducted,and the specific preventive measures were given.The research has a certain engineering significance to improve the coal mine ventilation and prevention security.Firstly,from the four aspects of coal mine ventilation and prevention system,the main risk factors affecting the safety of mine ventilation and prevention system are analyzed.Secondly,through the comparison and selection of various evaluation methods,it is determined that methods such as brainstorming,expert method,fuzzy analytic hierarchy process and fuzzy comprehensive evaluation method will be adopted to realize the identification,assessment,response,and control of the safety risks of the ventilation and prevention system.Thirdly,a fuzzy comprehensive evaluation model was established for the Yinxing coal mine,and the identified risk factors were processed using corresponding methods for data processing to obtain safety risk assessment results.Combining with the “Basic Requirements for Coal Mine Safety Production Standardization and Scoring Methods” published by the National Bureau of Coal Mine Safety Supervision,the security risks of the Yinxing coal mine ventilation and prevention system are divided into levels,and each level is assigned a reasonable value,and the security status of the Defence Security System is intuitively reflected based on the evaluation score.Finally,according to the evaluation score,rating and combining with the provisions of "Coal Mine Safety Regulations" to formulate targeted preventive measures.In this paper,the research work has played a good role in improving the safety and preventing the accidents of the ventilation and prevention system.At the same time,it can provide a certain reference significance to evaluate the safety of other coal mine systems and the overall safety assessment of the whole coal mines.
