【摘要】 国家级高新区政策自20世纪90年代实施以来,取得了显著的成效,作为重要“政策试验田”,极大推动了高新技术产业的迅速发展。从整体上看,自高新区政策实施以来的30年,高新区推动了地区经济增长、迸发区域创新新活力并且积极开拓新经济发展模式,带来了全国创新创造的新兴浪潮。现有研究文献主要关注的国家级高新区发展模式、国家级高新区的创新绩效等问题,却较少关注到国家级高新区作为一项政策对于外部环境的影响,本研究以政府干预理论、创新理论为指导,基于宏微观双重视角,系统分析了国家级高新区作为一项政策,对于地区创新以及企业创新的影响。本文的研究结论如下:首先,微观上的研究发现企业入驻国家级高新区能够有效提升其创新绩效,相比省级高新区,入驻国家级高新区对于企业创新绩效的提升效果更为明显,另外,高新区政策对于企业创新的影响存在明显的企业异质性,初创期、小规模、民营的东部企业从“入驻行为”中获益最大,尽管微观上表明国家级高新区政策存在积极效应,但是宏观上却表现为国家级高新区政策在不同等级的城市以及不同区域城市之间的创新效应不一致:具体地,国家级高新区政策对于大城市的创新绩效有积极效应,而中小城市结果却相反;对于东部区域地级市的创新绩效有积极效应,而中西部却相反。研究结论具有深刻的政策内涵:首先,国家需要不遗余力地推进国家级高新区政策,积极优化招商环境;其次,政府应因地制宜,针对不同区域以及不同规模的城市制定针对性园区政策;最后,高新区的建设应强化管理体制创新,发挥高新区的特定建设功能,积极推动高技术产业的发展,引导产业升级转型。更多还原

【Abstract】 Since the implementation of the national high-tech zone policy in the 1990 s,it has achieved remarkable results.As an important “policy test field”,it has greatly promoted the rapid development of the high-tech industry.The high-tech zone policy has promoted regional economic growth since it implemented,and it has given rise to new vitality in regional innovation and explored new economic development models,it has brought about a new wave of innovation across the country.The existing research literature focuses on issues including the development patterns of national high-tech zones and the innovation performance of national high-tech zones.However,it is less concerned about the impact of national high-tech zones on the external environment as a policy.Based on macro and micro perspectives,this paper systematically analyzes the impact of national high-tech zones on regional innovation and corporate innovation under the guide of government intervention theory and innovation theory.The research conclusions of this paper are as follows: Firstly,the micro-level research indicated that enterprises entering the national high-tech zones can effectively improve their own innovation performance.Compared with the provincial-level high-tech zones,entering the national high-tech zones will have a more significant effect on the improvement of corporate innovation performance.In addition,the impact of the high-tech zone policy on corporate innovation has obvious corporate heterogeneity.Private enterprises in start-up period which are small benefit the most from the "settled behavior".However,on the macro level,it is found that the national-level high-tech zone policy has inconsistent innovation effects among different levels of cities and between different regions: Specifically,the national-level high-tech zone policy has a positive effect on the innovation performance of big cities,while the small and medium-sized cities have opposite results.There is a positive effect on the innovation performance of cities in the eastern region,while the results of central and western cities are opposite.The conclusions of the study have profound policy implications: Firstly,the country needs to spare no effort to promote the policies of the national high-tech zones and actively optimize the investment environment.Secondly,the government should adjust the local policies for different regions and cities different scales of cities according to local conditions.Finally,the high-tech zones should strengthen innovation of the management system,and the government should perform the specific construction functions of the high-tech zones to promote the development of high-tech industries and to lead the upgrading and transformation of industries.更多还原
