【摘要】 丝绸之路经济带,紧密联系了广阔的亚太经济中心和发达的欧洲经济中心,这是现在成为多国研究学者普遍认可和接受的“世界上最长、最具有发展潜力的经济大走廊”。而“丝绸之路经济带”的建设为沿线国家和地区发展提供了巨大的历史发展条件,中哈两国参与其经济建设为两国贸易的发展提供便利,但是存在发展机遇的同时也可能引爆中哈双边经贸业已存在的问题从而爆发出巨大的风险损失,这之间暴露出了许多问题,双方都迫切需要解决1。文章第一部分概述了中国与哈萨克斯坦两国之间的经贸发展状况,得出两国在经贸合作中取得的成就对双方的经济社会进步起到很大的推动作用的结论。这主要是从以下几个数据统计的角度来说明的:进出口总额、差额、贸易结合度、经济贡献率、直接投资额、实际利用外资净额等等方面,来进行现状的总结和发展潜力的分析,发现了中方和哈方在经济贸易合作历程中所存在的一些问题。目前中国与哈萨克斯坦在经贸往来上进展十分顺利,但是在取得成就的同时依然存在着亟待解决的突出问题,这些关系到双方经济联系的后续长远发展问题:中哈两国双边贸易水平偏低,发展层次不高,中哈边境贸易的相关法律法规不健全,中哈双方进行继续投资贸易的信息沟通存在障碍等2。中对哈投资领域过度集中、中哈投资不平衡、哈国投资环境有待改善等等投资领域的问题也十分凸显。针对这些存在的问题提出一些解决办法。最后结合了丝绸之路经济带下中国未来将与哈萨克斯坦经济贸易合作的重点领域提出的相应对策认为我国应该继续加大力度鼓励和促进与哈萨克斯坦的经贸联系,继续加强立法来完善相关的贸易法规,从提升产品质量角度来改善中哈贸易结构不合理的问题,加强海关通关方面的建设和改革,在将中哈贸易不局限于边境贸易的基础上扩大出口和投资,今后需要更加注重对其非能源领域的投资,同时要注重外贸专业人才的培养。简单探讨了“丝绸之路经济带”和中哈经贸中未来合作的重点领域和发生的积极作用,“丝绸之路经济带”上中哈经贸发展虽然存在一些不足,但发展前景广阔。更多还原

【Abstract】 The Silk Road Economic Belt connects the Asia Pacific Economic Circle in the East,and the European economic circle in the West.It is considered to be the "longest and most potential economic corridor in the world".The construction of the Silk Road Economic Belt has brought significant historical opportunities for the development of Sino Kazakhstan trade and economic.At the same time,it has also increased the risk of Sino Kazakhstan bilateral economic and trade problems,exposing more problems and urgent need to solve.The article first reviews the course of economic and trade relations between China and Kazakhstan,and the economic and trade cooperation between the two countries plays a great role in the social economic development of both sides.From the analysis of bilateral trade and direct investment,some problems in Sino-Kazakhstan economic and trade relations have been found.The economic and trade development of China and Kazakhstan is very close,but there are also prominent problems: the bilateral trade level between China and Kazakhstan is not high,the legal system is not perfect,and the information asymmetry between the two enterprises is very high.It’s also prominent that the problems in the investment fields such as the transition concentration in the field of investment,the imbalance between China and Kazakhstan investment,the improvement of the investment environment in Kazakhstan and so on.Some solutions to these problems are put forward.I think the country should encourage its economic and trade exchanges with Kazakhstan,and improve trade regulations,take positive measures from the aspects of policies,clear customs and construction,promote bilateral trade exchanges in the stable border stability at the same time.Increase the Kazakhstan investment,especially investment in the energy sector.we should also pay attention to the cultivation of professional talents of foreign trade.At the same time,we discussed the key areas and the positive role of the new Silk Road and Sino Kazakhstan economic and trade cooperation.更多还原
