【摘要】 李克强总理在2016年的政府工作报告中提到:“健全激励机制和容错纠错机制,给改革创新者撑腰鼓劲,让广大干部愿干事、敢干事、能干成事。”本文基于S海关创新机制实践,进行了案例分析和文献分析,研究如何科学设置容错纠错机制。作者认为,隶属海关在创新实践,会受到绩效考核和廉政风险管控等方面压力。在多重压力下,隶属海关在行政管理行为中会有完成任务逻辑、激励逻辑和政治联盟逻辑贯序其中,带来的好处是完成任务,实现层层达标甚至层层加码,但会导致机械或扭曲执行考核指标,造成执行者压力大,偏离实际目的,排挤其他安排等负面问题。而通过现有的解决措施,如加强制度规范、进行执行控制、加大职能监控等手段,会加大内控压力,不能很好地解决上述问题。容错纠错机制具有容错性质、纠错性质,能起到激励的作用,从而调节考评关系,缓和考核压力,避免过度关注考核目标排挤其他安排。科学设置容错纠错机制,能实现程序和实体合法,风险可控,最终完成既定目标,切实缓解存在的问题。本文基于某隶属海关的创新实践分析,第一章论述了选题背景和容错纠错机制的已有评价和发展,对政府创新机制开展文献综述。第二章对容错纠错机制展开理论分析,第三章以S海关创新实践遇到的问题为切入点,分析了 S海关创新实践中遇到的问题和原因。第四章以S海关为例,从立法、税收征管等领域构建容错纠错机制的实践分别展开分析,提出科学构建容错纠错机制的可行建议。最后是思考和结论,提出了容错纠错机制的局限性,为实现政府治理的改善提供了可供参考的思路和对策。更多还原

【Abstract】 In 2016 government work report,Premier Li Keqiang mentioned:"It is our goal to improve encouragement and mechanisms for fault tolerance and error correction,to support the reform innovators,im order to encourage them to work hard and do what they can." Based on the practice of S customs innovation mechanism,this paper carries out case analysis and literature analysis,and studies how to set up fault-tolerant error correction mechanism scientifically.The author believes that the operation of the innovation mechanism under the customs will be under the pressure of the performance assessment and the risk control of the incorruptible government.Under the double pressure,will complete the task under the customs logic,incentive logic and political union logic sequence in administrative behavior,the benefits are to complete the task,to achieve even standard layers of layers of overweight,but will lead to mechanical or distort executive assessment indicators,a performer pressure,deviate from the actual purpose of exclusion other arrangements and other negative issues.And through the existing solutions,such as strengthening system specification,implementing control and increasing function monitoring,the above mentioned measures will increase internal control pressure and cannot solve the above problems well.The fault-tolerant and error correcting mechanism has the properties of fault tolerance,error correction and encouragement.It can adjust the evaluation relationship,ease the pressure of examination,avoid overly concerned about assessment objectives,and exclude other arrangements.The mechanism of fault tolerance and error correction can be set up scientifically to realize the legal procedure and entity,and the risk can be controlled.Finally,the established target can be completed and the existing problems can be alleviated.Based on the practice of internal control mechanism in the field of Customs enforcement,the first chapter discusses the background of topic selection and the existing evaluation and development of fault-tolerant error correction mechanism,and carries out a literature review of the government innovation mechanism.The second chapter carries out theoretical analysis on fault-tolerant error correction mechanism,and the third chapter analyzes the problems and causes encountered in the S customs innovation practice,taking the problems encountered by the S customs innovation practice as the breakthrough point.The fourth chapter,taking the S customs as an example,carries out the practical analysis of the scientific construction of fault-tolerant error correction mechanism from the legislation,tax collection and management and other fields,and puts forward some feasible suggestions for building fault tolerance error correction mechanism.Finally,it is thinking and conclusion,and puts forward the limitations of the fault-tolerant and error correction mechanism,and provides some ideas and Countermeasures for the improvement of government governance.更多还原
