【摘要】 在我国改革开放之后,社会主义市场经济不断发展。而我国电力系统体制改革在十三五期间也获得了非常快的发展。电能的稳定供应为我国战略实施和国民经济可持续发展提供了有力保障,同时其也是提升我国电力公司收益和实现转型升级最主要的方式之一。作为电网企业,其最主要的收益来源就在于供电设备。基于此,供电设备的优劣和供电企业的盈利和未来的发展有直接的关系。随着我国电力体制的不断深化改革,电网发展开始了新的阶段,效益提升,成本降低,高质量的电力设备管理体系的构建成为当前我国电力行业发展的主要任务之一。有鉴于此,本文以中牟县为研究对象,以中牟县电网设备管理为研究的切入点,本文首先梳理了电网改造以及设备管理相关文献,并做了简要评述,指出本文的研究主题,以准公共物品、资产全寿命周期管理理论作为本文的理论基础,运用文献法、案例分析法开展中牟县电网设备管理研究。通过挖掘数据分析发现,中牟县电网设备管理过程中存在电网设备管理职责不清、电力设备屡遭破坏,供电设备可靠性较差、设备后期维护保养不力,资源浪费问题突出、设备管理安全隐患存在等问题。通过深入剖析发现:电网设备管理体制僵化、设备监管与电网结构薄弱、电网设备规划布局与运行机制不合理、设备管理标准缺乏统一,管理信息化水平有待提高是影响电网设备管理有效性的重要原因;继而有针对性地提出提升中牟县电网设备管理水平的对策。具体来说,即一是提升电网管理体制能力,理清各环节管理职能,具体来说:规范电网设备日常管理机制、强化电网设备业务管理机制、构建完整电网设备运行机制;二是健全电网监管体制建设,完善供电网络结构。具体来说:强化责任主体负责制,加强执法力度与宣传、完善供电网络结构,提升设备供电能力;三是推进电网设备运行机制建设,优化设备规划布局,具体来说:推进电网设备运行机制建设,重视电网资产维修、保养评估工作、优化变电站建设和供电设施规划布局;四是促进设备管理标准统一,提升设备信息化管理水平。最后以上述工作为切入点,提高设备管理整体管理水平,为中牟县“十三五”电网设备管理工作,以及新一轮电网改造升级工程的顺利实施提供理论依据和建设目标。本文通过对中牟县电网设备管理的问题与原因分析,确保后续提出的完善对策可以为中牟县电网设备管理提供重要指导,同时为全国各地今后的电网设备管理提供参考和借鉴。更多还原

【Abstract】 After China’s reform and opening up,the socialist market economy has continued to develop.The reform of China’s power system has also achieved very rapid development during the 13 th Five-Year Plan period.The stable supply of electrical energy provides a strong guarantee for the implementation of China’s strategy and the sustainable development of the national economy.At the same time,it is also one of the most important ways to improve the company’s earnings and realize transformation and upgrading.As a grid company,its main source of revenue is the power supply equipment.Based on this,there is a direct relationship between the advantages and disadvantages of power supply equipment and the profitability of power supply companies and their future development.With the continuous deepening of the reform of China’s power system,the development of power grids has begun a new phase.Benefits have been raised,costs have been reduced,and the construction of high-quality power equipment management systems has become one of the major tasks for the development of China’s power industry.In view of this,this article takes Zhongmu County as the research object,and takes the management of the power grid equipment in Zhongmu County as the research entry.This paper first sorts out the related literature of power grid reform and equipment management,and makes a brief review,pointing out the research topics of this paper to the quasi-public As the theoretical basis of this article,the article uses the method of combining literature,case and entity inspection to carry out the research on power grid equipment management in Zhongmu County.Through the analysis of mining data,it was found that there are problems in the management of power grid equipment in Zhongmu County,such as unclear responsibilities of power grid equipment regulation,cross-functional functions,repeated destruction of power equipment,poor reliability of power supply equipment,poor maintenance of equipment at the later stage,and problems of waste of resources.Through in-depth analysis,it is found that: grid management system is rigid,equipment supervision and grid structure is weak,grid equipment planning layout and operation mechanism is unreasonable,equipment management standards are not uniform,management information level needs to be improved is an important cause of grid equipment management problems Followed by targeted measures to improve the management of power grid equipment in Zhongmu County.Specifically,the first is to improve the capacity of the power grid management system,and clarify the management functions of each link.Specifically: standardize the daily management mechanism of power grid equipment,strengthen the power grid equipment business management mechanism,and build a complete power grid equipment operation mechanism;second,improve power grid supervision System construction,improve the power supply network structure.Specifically,strengthen the responsibility of the main responsibility system,strengthen law enforcement efforts and publicity,improve the power supply network structure,improve equipment power supply capacity;third is to promote the construction of power grid equipment operation mechanism,optimize equipment layout,specifically: to promote the construction of power grid equipment operation mechanism,Pay attention to the repair and maintenance assessment of power grid assets,optimize the planning and layout of substations and power supply facilities;Fourth,promote the unification of equipment management standards and upgrade the level of equipment information management.Finally,taking the above work as an entry point,the overall management of equipment management will be improved,which will provide a theoretical basis and construction target for the implementation of the “13th Five-Year” power grid equipment management in Zhongmu County and the smooth implementation of a new round of power grid network transformation and upgrading project.This article analyzes the problems and causes of the power grid equipment management in Zhongmu County to ensure that the follow-up improvement measures can provide important guidance for the management of power grid equipment in Zhongmu County,and provide reference and reference for future power grid equipment management throughout the country.更多还原
