我国电价改革背景下ZD公司发展战略研究

【摘要】 电力行业是国民经济发展中重要基础能源行业,与社会发展存在着密不可分的关系,电力行业的健康有序发展对国家宏观经济和人民生活都具有十分重要的意义。随着我国经济增速放缓,产业结构升级,电力需求呈现出减弱趋势。为满足社会经济的发展,降低我国企业的综合成本,提高我国企业国际竞争力,实现“一带一路”的伟大构想,电力体制的改革已迫在眉睫。新电力体制改革方案关系到电力行业的发展。电力体制改革的核心问题是电价改革,电价改革总体趋势是电价的市场化,即:把输配电价与发售电价在形成机制上分开,单独核定输配电价,分步实现公益性以外的发售电价由市场形成。电价改革相关的核心内容主要有:一是输配电价改革;二是直接交易改革;三是售电侧改革;四是发电计划改革。四个改革内容存在内在的互动关系,其中市场模式改革导致电价形成机制改革,电价形成机制又促使市场组织模式改变;独立输配电价是电价形成机制改革的核心,是价格市场化和电价传导的中心环节;发电计划改革将导致发电侧竞争,从而推动上网电价市场化。长期来看,本轮电力体制改革必将打破电力行业的垄断格局,从而形成新的市场化格局,将极大的促进电力行业市场化有序竞争,促进行业内的优胜劣略汰,降低电力用户的用电成本,实现电力市场的蓬勃发展。新的电力体制改革给传统的电力企业提供了做大做强的机遇,同时也向传统电力企业的提出了市场竞争的挑战。反向敦促电力企业主动适应市场竞争规则,提高经营管理水平,增强企业核心竞争力,实现电力企业的可持续发展。本文以我国新一轮电力体制改革为背景,简介发达国家成熟的电力市场经验,大胆预测今后电力体制改革趋势。结合ZD公司的实际情况,使用SWOT分析法分析ZD公司在新的电价改革背景下优势、劣势、机会、威胁,研究设计了ZD公司的发展战略,有针对性的提出了ZD公司在新电价改革背景下应该采取的保障措施。对改革背景下的电力企业市场化有一定参考价值。

【Abstract】 The power industry is important basic energy industry in the national economic development,there are inseparable relations with the social development,healthy and orderly development of electric power industry is of great significance to national macro economy.With China’s economic growth slowing down and industrial structure upgrading,the demand for electricity has been weakening.In order to satisfy the development of social economy,reduce the comprehensive cost of China’s enterprises,improve the enterprise international competitiveness,realize the great idea of "area",the reform of electric power system is imminent.The reform of the new power system is related to the development of the electric power industry.Electric power system reform is the core issue of reform of electricity price,electricity price reform of overall trend is electricity market,namely: the distribution price and sale price separately on the formation mechanism,individual distribution electricity price of check and ratify,step by step to achieve public welfare outside of the sale price formed by the market.The core content of electricity price reform mainly includes: first,transmission and distribution price reform;Second,direct transaction reform;Third,the sale of electric side reform;Fourth,the reform of power generation plan.The four reform contents have an inherent interactive relationship.Among them,the reform of the market mode leads to the reform of the electricity price formation mechanism,and the mechanism of electricity price formation promotes the change of market organization mode.The independent transmission and distribution price is the core of the reform of the price formation mechanism,which is the central link of the price market and the transmission of electricity price.The reform of power generation plan will lead to power generation side competition,which will promote the marketization of feed-in tariff.In the long run,the electric power system reform will break the monopoly situation of power industry,to form a new pattern of the market,and will greatly promote the marketization of power industry and orderly competition,promote the industry’s superior slightly tide,reduce power users of electricity costs,achieve the rapid development of power market.New power system reform to the traditional electric power enterprise provides the opportunity to do bigger and stronger,at the same time also increased the operational risks of traditional power companies,reverse urged the electric power enterprise actively adapt to market competition rules,improve the level of management experience,enhance enterprise competitiveness,realize the sustainable development of enterprises.This paper takes the new round of power system reform in China as the background,introduces the mature power market experience of developed countries,and boldly predicts the reform trend of power system in the future.Lh-zd company’s actual situation,using SWOT analysis lh-zd company in the new electricity price reform under the background of strengths,weaknesses,opportunities,threats,study design lh-zd company’s development strategy,targeted the proposed lh-zd company under the background of the new tariff reform should take security measures.It has certain reference value to the marketization of electric power enterprises under the background of reform.
