昆明市公安局接处警地图台系统研究与分析

【摘要】 昆明市公安局目前在用的接处警系统已经使用了数年时间。由于系统建设较早,该系统在接警、处警全过程中,只有文字记录、电话录音、电话呼叫等基本功能。因此,系统的缺点非常明显,包括无法直观了解警力部署,无法及时全面掌握现场情况,难于快速、准确调动可用警力,可能耽误警情处置的最佳时机。针对昆明市公安局接处警系统存在的问题,论文对国内先进的可视化指挥调度系统开展分析与研究,介绍了青岛、宁波、成都等先进城市指挥调度系统的建设和应用情况,明确了昆明市公安局接处警地图台系统的研究内容和主要工作。论文在需求分析中,对原接处警业务流程中存在的问题进行了详细分析,对原业务流程进行了全面优化,给出了优化前、优化后的业务流程图,详细介绍了流程优化的优点。在功能分析分析中,采用UML建模语言给出了系统的用例图和包图,详细介绍了地图台系统的功能,包括一般接处警、警情视频掌控、防控圈指挥调度、警务空间数据采集、空间信息查询、基础数据管理以及系统管理等功能模块。在数据分析中,采用类图和关系表,对数据库进行了详细设计,给出了数据库表的基本结构。论文通过对昆明市公安局接处警地图台系统开展研究与分析,详细介绍了地图台系统以电子地图为基础,整合实时视频、警用数字集群通信系统、警力实时位置等可用资源,建立一个可视化的指挥调度系统。利用系统,通过业务流程优化,实现了接处警工作“再快一分钟”的目标,能够更加有效地保护人民群众生命财产安全。建设昆明市公安局接处警地图台系统,在处置突发重大警情,维护人民安全、社会稳定等方面,具有重要的现实意义。

【Abstract】 The receive-disposal alarm system of Kunming Public Security Bureau has been used for a number of years.Because the earlier establishment of system,there are only text records,telephone records in the database,and the system has only the basic functions of telephone calls during receipt and response of alarming process.Therefore,the weak points of the system are very obvious,including the inability to directly understand the deployment of police forces,unable to grasp the scene in a timely manner,it is difficult to quickly and accurately mobilize the available police force,finally may delay the best time of police disposal.Aiming at the existing problems of Kunming Public Security Bureau,this paper carried out analysis and research on the domestic advanced visualization dispatching system,introduced the construction and application of advanced command and control system in Qingdao,Ningbo,and Chengdu city,to make clear the research contents and main task of Kunming Public Security Bureau map system.In the demand analysis,this paper comprehensively analyzed the problems exiting in the process of warning receipt and response,optimized the original business process,and provided the flow chat before and after optimization,The advantages of process optimization are introduced in detail.In function analysis,using UML modeling language,gives the system use-case diagram and package diagram,and describes the system functions,including receive-disposal alarm,View the alarm using Camera,dispatching and command of the prevention control circle,spatial data acquisition,spatial information query,basic data management and system management.In data analysis,using class diagram and relation table,the database is designed in detail,and the basic structure of the database table is given.Through the research and analysis of receive-disposal alarm geographic information system of Kunming Public Security Bureau,this paper introduced the geographic information system which based on the electronic map,could integrate the real-time video,police digital trunking communication system,police real-time location and etc.available resources,to establish a visual dispatch system.By process optimization,the goal of "one minute quick" was realized,and it could more effectively protect people’s lives and property safety.The construction of the Kunming Public Security Bureau map platform system has practical significant meaning in dealing with unexpected major alarm,safeguarding people’s security and social stability.
