【摘要】 群体评价理论和方法在经济管理、政治军事等不同领域的管理活动中得到了广泛的应用,并发挥着重要作用。目前,对群体评价的研究已取得了丰硕的成果,随着经济的发展,大型群体评价活动愈加频繁,参与评价的评价者数量逐渐增多,往往需要多类评价者参与到评价过程中,基于此,考虑将不同类型的评价者作为不同的评价主体,提出了多主体参与式的综合评价方法。主要工作如下:(1)提出了多主体参与式的指标权重确定方法,细化了以往群体参与指标赋权的流程,基于序关系分析法的步骤,使多主体参与到指标选择、指标序关系的确定、指标间相对重要程度的确定三个环节中,分别提出了基于指标修正频率的指标选择方法、群体密度权向量的确定方法和各主体影响系数的确定方法,进而求出指标权重。(2)提出了多主体参与式的目标驱动型综合评价方法,首先根据各主体的判断力确定各主体对不同被评价对象各指标目标值的影响系数,进而得出由多主体参与共同确定的被评对象各指标的目标值;其次,提出目标实现水平等相关概念,进而得出面向目标实现水平的信息集结结果。目标驱动型综合评价方法有利于促进被评价对象实现目标指引下的逐步提高,使被评价对象为实现目标而做出的“努力”和“贡献”通过目标实现水平及相关信息集结结果得到充分体现。最后,根据评价者的时间偏好,给出了四种时间价值因子的确定形式以确定时间权重。(3)使用多主体参与式的目标驱动型综合评价方法对我国三家上市钢铁企业进行了环境绩效评价和结果分析,并提出了政策建议。最后对主要研究成果进行了梳理,并提出了需要进一步研究的问题。更多还原

【Abstract】 Group evaluation theory and method has been widely used in the management activities of economic management,political,military and other fields,and it is playing an important role.Currently,the research on the group evaluation has been being fruitful,and with the development of economy,the large group evaluation activities become more frequent and the number of evaluators gradually increases,and it often requires many types of evaluators to participate in the evaluation process.Based on this,considering the evaluation participants of different types as different evaluation subjects,this paper proposed a multiple-subject involved comprehensive evaluation method.The main work is as follows:(1)The multiple-subject involved weighting method was proposed and the weighting process of group evaluation was detailed.And based on the steps of rank relation analysis method,the subjects are involved in the selection of indexes,the rank of indexes,and the determination of relative importance between indexes.And in order to determine the index weight,the paper proposed index selection method based on the modified frequency,the solving method of the density weighted vector and the method of influence coefficient of each subject.(2)The multiple-subject involved goal-oriented comprehensive evaluation method was proposed.At first,the influence coefficient of each subject to different index were determined according to each subject’s judgment,and then the target of each index was obtained;secondly,the realization level of objectives and other related concepts were proposed to obtain the information aggregation results related to the realization level of objectives.The goal-oriented comprehensive evaluation method can promote the objects under the guidance of goals,and the "efforts" and "contribution" will be fully reflected by realization level of objectives and other related information integration results.Finally,the paper put forward four forms of time value factor with the objects’ time preference to determine the weight of time.(3)The environmental performance of three domestic iron and steel enterprises was evaluated with the multiple-subject involved goal-oriented comprehensive evaluation method and the results were analyzed,and at the same time the policy suggestions were proposed.Finally,the main research results were summarized and the prospect of the research was given.更多还原
