【摘要】 在国际政治社会中,安全问题是一个与人们息息相关的概念,也是一个基本的价值。对于任何一个国际行为体而言,免于伤害或危险的现状或感觉在任何时候都是参与国际互动的首要目标与条件。当前,国际格局加快演变步伐,国家或国际组织之间由于发展失衡等因素引发了全球矛盾,世界性安全隐患不断增加,地区之间冲突频发,恐怖主义活动带来的威胁日趋严重,整个世界的不安定因素潜在的威胁着人们的生命财产安全。在风云变幻的国际形势中,反恐形势正在经历着复杂深刻的变化,更面临着严峻的考验。在这样一种大背景下,区域性的政府间国际组织所承担的使命便更加艰巨。上海合作组织,由中国、俄罗斯等六国组成的区域性政府间国际政治。上海合作组织成员国特别是中亚地区面临着一系列的非传统安全问题:恐怖主义、分裂主义、极端主义这些纠缠一体的“三股势力”的猖厥作乱。上合组织在理念上,上海精神是一种隐性力量,是各成员国的精神支柱,其倡导的新安全观、合作观、发展观是当代国际关系理论的重大发现,为上合组织的发展提供了积极的指导。本文以区域安全复合体视域下的上海合作组织反恐研究为题,正是为了能够通过当前严峻的国际反恐形势来发挥区域性政府间国际组织承担地区安全责任的功能和使命,深度剖析反恐工作的复杂性和灵活性,从而起到维护国家乃至世界的和平与发展安全,营造良好的国际环境,为人类社会贡献力量。当然国际形势复杂多变,上合组织在参与国际事务的过程中难免会遇到阻力,反恐仍然面临着许多困难,但是机遇与挑战并存,上合组织需要不断地加强与世界上各大区域性组织之间的合作,良好互动,优势互补,并利益共享才能实现上合组织反恐成效得以凸显。更多还原

【Abstract】 Security issue is a concept closely related to people as well as a basic value in international political society.For any international actor,the state of being free from injury or danger is a primary goal or condition in participating in international interaction.Currently,the international pattern changes rapidly.Because of unbalanced development,there are more and more global contradictions among different countries and international organizations.As a consequence,international security risks continue to increase.Together with an increasingly serious threat caused by terrorism and frequent regional contradictions,people’s life and property safety is endangered by those unstable factors.In changeable international situation,the counter-terrorism situation is experiencing complex and profound changes,as well as being faced with severe test.In this context,regional government international organizations undertake more and more severe tasks.Shanghai Cooperation Organization is a regional government international organization consisting of China.Russia and other four countries.Member countries of this organization especially those central Asian countries are faced with a series of non-traditional security issues,such as terrorism,separatism and extremism.The spirit of Shanghai Cooperation Organization is a recessive force as well as an emotional support of those member countries.New security concept,cooperation concept and development concept maintained by this organization are major discoveries in current international relations theory,which offer positive instructions to the development of this organization.To study Shanghai Cooperation Organization’s counterterrorism under regional safety complex,this research aims to analyze the complexity and flexibility of counterterrorism according to reflection on the functions and missions of regional government international organization in undertaking security responsibility.Thus this research contributes to protecting the country and the world’s peace,creating peaceful international environment and even benefitting human society.Faced with complex and changeable international environment,it’s unavoidable for Shanghai Cooperation Organization to encounter resistances in participating in international affairs.Additionally,there are still many obstacles in counterterrorism work.However,opportunities and challenges coexist,Shanghai Cooperation Organization needs to strengthen the cooperation with other regional organizations in the world continually,realizing good interaction,mutual complement and benefit sharing.Only under this condition can this organization play a counterterrorism role in the region and the world.更多还原
