云南政法系统现代远程培训工程项目进度计划与控制研究

【摘要】 本文以全国政法工作会议提出的鼓励各地政法机关因地制宜采用多种方式开展业务培训,以提高学习效率,减轻干警日益增加的工学矛盾为依据,提出了云南政法系统现代远程培训工程概念,并对其项目进度计划和控制两方面进行了较为深入的研究。论文结合笔者的本职工作,运用文献研究法、实地调研法等方法分析了工程的实施前的现状、特点和难点;运用项目进度计划与控制理论提出了工程项目实施的总体目标、范围、计划和工期,对影响工期的因素进行了分析;确定了项目的组织结构,对其结构进行了项目和组织任务的分解;对项目的时间进程、技术传输模式和经费预算进行了设计。认为本项目具有的“五纵四横”特性是项目控制的基本属性,应该引起重视。“五纵四横“交叉节点处为具体建设项目。所有具体建设项目均可以从组织机构、设备到位、建章立制、人员培训、应用效益和工作创新等六个方面加以评估,为项目进度计划与控制提供可操作理论支撑。即利用一组项目验收指标体系覆盖全系统所有具体建设项目验收工作,满足工程实现标准化建设要求。在此基础上又系统地研究了项目进度控制的原则、方法、项目验收的评估指标体系,项目进度的动态控制思路。全文分六个章节,第一章绪论,第二章相关理论概述,第三章项目的基本情况分析,第四章项目的进度计划,第五章项目的进度控制,第六章总结与展望。本文运用项目管理学的知识,系统分析研究了云南政法系统现代远程培训工程项目计划进度与控制问题,为今后遇到类似问题,无论在工程项目的理论探索上,还是工程项目的实际组织操作方面均提供了一种有益的参考。更多还原

【Abstract】 Based on the national conference of politics and law,which encourages around the organs of political science and law adjust measures to local conditions to use a variety of ways to carry out professional training,in order to improve the learning efficiency,reduce the contradiction between police officers’ learning and working.Therefore,this paper puts forward the concept of political science and law system of modern remote training project in Yunnan,and makes a thorough research on the project schedule preparation and control.Paper combined with the work of the author,analyzing the project status before the implementation,characteristics and difficult points by using the method of literature research,field research method.Operating the project schedule planning and control theory put forward the overall objectives and scope of the project,planning and time limit for a project.It analyses the factors of affecting the construction period and determines the organizational structure of the project,has carried on the project to its structure and organization task decomposition;Time for a project process,technology transfer mode and the budget for the design.This project takes the "five vertical and four horizontal" characteristic as its basic attribute of project control,which should be taken seriously."Five vertical and four horizontal" cross node is specific project.All specific projects can be evaluated on six aspects,such as the organization,perfect equipment,system establish,personnel training,application efficiency and innovation,and provide operational theory support for the project schedule control.It uses a set of index system of project acceptance cover all concrete construction project acceptance work in the system,satisfies the requirement of engineering standardization construction.On this basis,it systematically studies the principles,methods,project progress control project acceptance evaluation index system,the dynamic control in the project schedule,and the guarantee of project schedule risk control measures.Full text is made up of six chapters.The first chapter is introduction.The second chapter is summary of relevant theories.The third chapter is basic situation analysis of the project.The fourth chapter is the project schedule planning.The fifth chapter is project schedule control and measure and the sixth chapter is summary and outlook.This paper applies the knowledge of project management,systematically analyzing political science and law system in Yunnan modern distance training project schedule preparation and control problem.This paper provides a beneficial reference for the future similar problems,whether in the theoretical exploration of the project or the actual organization and operation of the project.更多还原
