【摘要】 “看病难”、“看病贵”是关乎社会稳定的重大民生问题。鼓励社会办医即引导社会力量参与医疗服务供给,一方面这是政府部门对当前“看病难”、“看病贵”问题予以及时回应的一项治理措施,通过鼓励社会资本办医可以增加医疗资源供给,给予医疗服务体系必要的补充;另一方面,社会办医还有助于形成自由平等的行业竞争环境,推动公立医院改革,促使医疗资源价格下降和医疗服务质量提升,有效完善医疗服务体系。随着2010年《关于进一步鼓励和引导社会资本举办医疗机构意见的通知》的政策文件的颁布,国家鼓励社会办医的政策不断出台,重庆市政府也结合本地实际制定了《重庆市人民政府办公厅关于加快发展社会办医的通知》,并新修订了《重庆市医疗机构管理条例》,制定了社会办医在重庆市的实施细则。社会办医在重庆市得到了有序发展。当前对社会办医问题的研究,国内学者已有几种视角及解释。文章选取了逐渐兴起的一项新型政府治理理论——协作治理,以此为视角,分析了重庆市当前社会办医存在的问题,从一个新的角度解释了重庆市社会办医存在问题的原因,并提出了解决问题的对策构想。本研究主要包括以下六部分:第一部分,文章的绪论。主要介绍本文的研究背景,研究目的和意义,研究思路和方法,研究的重点、难点与创新点以及国内外文献综述。第二部分,相关理论和概念介绍。这部分主要介绍本研究的主要理论:协作治理理论的提出,及其主要内容特征,介绍本研究的相关概念:社会资本、社会办医的概念。第三部分,阐述重庆市社会办医的现状,包括社会办医的开展方式和生存现状。第四部分,根据现状找出重庆市社会办医存在的问题,并分析在协作治理视角下存在上述问题的原因。第五部分,协作治理理论下完善重庆市社会办医的有效对策分析。以协作治理理论为基础,从营造平等的政策环境、社会办医主体参与政策决策以及完善协作过程制度规范的三个方面提出了对策构想。第六部分,研究结论与展望。更多还原

【Abstract】 Difficulty and high cost in getting medical services is an impotent livelihood issues related to the social stability.Encouraging socially-run medical means guide social forces to participate in the supply of medical services. On the one hand, this is the governance measures by government to respond the difficulty and high cost in getting medical services.By encouraging social capital to participate in the supplies of medical service can increase the supplement of medical services and reduce the government medical burden at the same time, and meet the public demand for medical services diversification; On the other hand, socially-run medical also helps to activate the current relatively dull medical service market, to form a reasonable and effective competition mechanism in medical service industry, and to contribute to the formation of China’s diversified medical pattern. In 2010, with the promulgation of the policy file of “Notice on further encourage and guide social capital held medical advice”,the State encourages socially-run medical policy has been introduced, Chongqing municipal government also according to the local actual development to formulate the policy of “Chongqing Municipal People’s government office notice on accelerating the development of the social construction” and revised the “Regulations of Chongqing Municipality on the administration of medical institutions”,which bring the socially-run medical in a detailed rules for the implementation in Chongqing city. Currently socially-run medical in the city of Chongqing won the orderly development and achieved remarkable results. Some domestic scholars have had some views and interpretation about study on the current problems of socially-run medical, and this paper has selected a new governance theory which is rising gradually——Collaborative governance,based on the theory, the paper proposed the problems in Chongqing current socially-run medical,and explained the reason of Chongqing city socially-run medical problems, and put forward the countermeasures to solve the problem.This study mainly includes the following six parts. The first part is introduction, which mainly introduces the research background,purpose and significance, ideas and methods and main contents of the paper,and the key point,difficulty and innovation of the research, the domestic and foreign literature reviews are included. The second part is to define the basic theory and related concepts, including the presentation of Collaborative governance Theory, and the main contents and features of this theory. The related concepts include Social capital and socially-run medical. The third part, mainly expounds the present situation of the socially-run medical in Chongqing City, including the way of the development and the present situation of the socially-run medical. The fourth part, according to the status quo to find out the problems existing in the socially-run medical of Chongqing, and introduces the cause analysis of the problem of socially-run medical in Chongqing in the view of Collaborative governance. The fifth part, countermeasure analysis to perfect the socially-run medical in Chongqing, in the view of Collaborative governance, the countermeasures include creating an equal policy environment; participation in the policy decision and the improvement of the collaborative process system specification.
