成都市政府“调结构促低碳”的案例研究

【摘要】 随着人类现代工业的发展,温室气体排放的排放量急剧增加,导致全球气候变暖,从而引发世界各国对控制温室气体排放促进环境改善的急迫需求。在这样的背景下,英国率先提出低碳经济的概念,呼吁世界各国控制温室气体排放,美国、日本等发达国家也先后投身于低碳发展的行列之中。我国积极响应国际社会的号召,加入到世界应对气候变化的行列中,经过几年的实践和努力,温室气体排放增速明显放缓,但节能减排的压力还是十分巨大。成都市作为全国的能耗大市,节能减排的压力很大,由于高能耗的经济增长方式导致了成都市能源结构不尽合理,严重影响低碳发展,因此成都市必须调整能源结构以适应低碳发展的要求,促进城市经济可持续发展。成都市2014年获批“国家生态文明先行示范区”后,于2017年1月获批国家低碳城市试点,在低碳城市建设上积极探索,并逐渐建立具有地方特色、符合本地实际的模式,出台了《成都市建设低碳城市工作方案》和节能降碳的相关规划文件,在能源消费结构调整、从源头减少碳排放等方面制定了切实有效的措施和办法。成都市应邀参加了2015年联合国巴黎气候变化大会,在调整能源结构促进低碳发展方面取得了一定的成效,值得对其发展情况进行总结和研究。本文研究的主要目的是分析成都市调整能源结构对低碳发展的重要意义,总结国内外的成功经验和困境,除了深入分析成都市能源结构调整的先进经验外,又在以下两个方面进行创新:一是对成都市能源生产结构在调整能源利用结构中的作用进行分析,并形成其对降低碳排放的核心因素进行评价;二是对成都市能源消费结构的调整进行分析,得出其在降低碳排放量中的基本因素进行分析,把消费结构调整作为低碳发展的重要路径;三是对成都市优化能源利用成本结构进行分析,得出政府降低清洁能源成本的关键技术经验,找出调整能源结构、促进低碳发展的科学经验和最佳模式。结果显示,成都市万元GDP能耗由2010年的0.681吨标煤降至2015年的0.483吨标煤,累计降低16.91%,2016年,成都市万元GDP能耗较全省低30%左右,能源利用处于全国较领先水平,实现了低碳发展的阶段性目标,其调整能源结构促进低碳发展的经验对其他地区有重要的启示和意义。
【Abstract】 With the development of human modern industry,the emission of greenhouse gas emissions increases rapidly,which leads to the global warming,which causes the urgent demand of all countries in the world to control greenhouse gas emissions and promote environmental improvement.In this context,the UK has pioneered the concept of low carbon economy,called on the world to control greenhouse gas emissions,the United States,Japan and other developed countries have also joined the ranks of low-carbon development.China’s positive response to the call of the international community,to join the ranks of the world’s climate change,after several years of practice and hard work,greenhouse gas emissions growth is slowing down,but the pressure of energy saving is very great.Chengdu city as a national energy consumption,energy saving and emission reduction pressure,due to high energy consumption of the mode of economic growth in Chengdu City,the energy structure is not reasonable,serious effects of low carbon development in Chengdu City,so we must adjust the energy structure to adapt to the requirements of the development of low-carbon City,promote the sustainable development of economy.Chengdu city in 2014 approved the "national ecological demonstration area",in January 2017 approved the national low-carbon city pilot,actively explore the construction of low-carbon city,and gradually establish with local characteristics,in line with the actual local model,introduced the relevant planning file "work program" low carbon city construction of Chengdu city and saving energy and reducing carbon,in the adjustment of energy consumption structure,from the source to reduce carbon emissions and formulate effective measures and methods.Chengdu was invited to participate in the 2015 United Nations Conference on climate change in Paris.It has made some progress in adjusting energy structure and promoting low-carbon development.It is worth summarizing and studying its development.The main purpose of this study is of great significance for the development of the adjustment of energy structure in Chengdu city of low carbon,summarized the successful experience and difficulties at home and abroad,in addition to in-depth analysis of the advanced experience of the energy structure adjustment of Chengdu City,and the innovation in the following two aspects: one is the analysis on urban energy production structureadjustment in energy the structure of the role,and the formation of the evaluation of the core factors reduce carbon emissions;two is the energy consumption structure adjustment of Chengdu is analyzed,the analysis of basic factors in reducing carbon emissions in the consumption structure,as an important path of low-carbon development;three is the city of Chengdu optimization of energy cost structure analysis,the key technology of government experience in reducing the costs of clean energy,to find out the adjustment of energy structure,promote the development of low carbon science Learning experience and the best model.The results show that 0.483 tons of standard coal in Chengdu City yuan GDP energy consumption by 0.681 tons of standard coal in 2010 to 2015,cumulative reduction 16.91%,In 2016,the energy consumption of GDP in Chengdu was about 30% lower than that in the whole province,energy utilization in China is the leading level,to achieve low carbon development,the the adjustment of energy structure to promote low carbon development experience is an important inspiration and significance to other areas.
