H核电站1#机组建设安装质量管理案例研究

【摘要】 改革开放以来,中国国民经济总量一直保持高速的发展。为了实现国家经济发展的目标,2020年我国清洁能源发电装机容量将达到7亿千瓦左右,到2030年将进一步达到15亿千瓦左右,甚至更高。面对如此庞大的清洁能源需求,核电站必须以高效、大规模的发展才能满足我国对电力需求,保障国家的电力供应。保证核电站在建设安装过程中,所有组织和个人能严格遵守质量管理体系的要求,这是建设高质量、安全的核电站的基础。在核电站的建设过程中,为了保证施工的安全、质量和进度,要求各个组织、工程公司和个人都要在施工的过程中严格执行质量管理体系,并建立了相关的检查和监督体系。但是,仍然有很多事故的发生是由于施工方或者监督者没有按照质量体系的要求去施行或者执行的有效性不足而导致了后来事故的发生。本论文从H核电站1#机组建设安装的过程中发生的四个典型的事故入手,围绕“为什么质量管理体系使用效果不理想”这一核心问题出发,利用“根本原因分析法”、“对比分析”和“定性分析”等方法工具对表象原因进行分析,寻找出导致事故发生的根本成因。本论文最终对四个成因“工作内容对质量管理影响”、“员工质量管理意识薄弱与培训不足”、“管理层缺乏在质量管理中的领导和监督作用”和“质量管理过程持续改进的有效性”进行论述和分析,结合质量管理体系、质量保证体系和核安全文化的要求,提出相对应的解决对策和建议,从而达到有效执行质量管理体系的目的。本论文紧紧围绕“如何在核电建设过程中有效的实施质量管理体系”这个主题,发现了实际建设当中质量管理体系执行的四个方面的不足并提出改进决策。使得在未来核电站建设的过程中,可以实现对质量管理体系的有效执行,建设安全、高质量、周期短的先进核电站,为实现国家经济计划目标提供能源保障。
【Abstract】 Since the reform and opening up to the world,Chinese total national economy has maintained a rapid development.In order to achieve goals of 2020 project,the demand for electricity will continue to be increased in the future.According to the government forecast,the install capacity of clean energy power will reach about 700 million kilowatts in 2020;then it will reach 1.5 billion kilowatts or even higher in 2030.Such a large demand for clean energy is a big challenge,it is need to build nuclear power plants efficiently and keep a large-scale development in the next 10 to 20 years.To ensure all organizations and individuals can strictly comply with the requirements of the quality management system during the construction and installation process,which is the basis to build safety and high quality nuclear power plants.In the process of building nuclear power plants,in order to ensure the safety,quality and schedule,it is request all organizations,construction companies and individuals should strictly implement the quality management system in the whole process,and established the relevant inspection and supervision system.However,there are still a lot of accidents due to the lack of effectiveness of the implementation of the quality system requirements.Or the supervisor neglects their duty,which led to the subsequent accident.There are the four typical accidents occurred from the installation and construction of 1# unit of the H nuclear power plant,around the "why the using of quality management system is inefficient?" as the core problem,to use the "root cause analysis","comparative analysis" and "qualitative analysis" methods to analyze and find out root causes of these accidents.In this paper,the four causes are discussed and analyzed,there are “how job content effect quality management”,“quality management awareness and training”,“lack of leadership and supervision as the management level in management system " and " quality management processes for continual improvement of the effectiveness”.To combine with the quality management system,quality assurance system and nuclear safety culture’s requirements,issue suggestions and the ways to solve these causes,to achieve the purpose of effective implementation of the quality management system.This paper tightly around the theme of "how to implement the quality management system effectively when build and constructing nuclear power plants?”,found the shortcoming in four parts of quality management system during the construction and putsforward the improved decision.In the future,we hope the construction of nuclear power plant s can implement the quality management system effectively,and build the safety,high quality and short period of the nuclear power plant,to achieve national economic objectives and provide the energy guarantee.
