【摘要】 残疾人是社会群体中的弱势群体,由于生理上和心理上的一些因素导致其生活情况和精神状态长期以来受到严重影响。残疾人是社会中的重要组成,由于其身体上的残缺,在需求和生存方式具有特殊性,决定了他们在社会群体中具有特殊性。在我国当代现有阶段的有关残疾人社会保障的体系及其残疾人社会保障相关制度都起步较晚且都属于尚未完善的阶段,在中国发展残疾人事业的健全情况是关乎能否早日实现构建和谐社会发展保障的基础事业,也是衡量我国经济文化发展和人权保障的重要标尺之一。中国残疾人口数目庞大,长久以来也由于诸多因素,在残疾人教育、医疗等方面一直处于滞后的状态。持续完善残疾人的社会保障体系和建立健全残疾人社会保障相关制度,来提高我国残疾人的生活能力和生活状态等问题,都是亟待解决的问题。“助残扶弱”、“天下大同”是中国长久以来对待弱势群体的胸襟和气度,能确保弱势群体与社会群体的平等,保障残疾人权益,关系到经济和社会稳定大局。但在对残疾人社会保障实践过程中,依旧存在着保障机制不健全诸多问题与现实矛盾,所以,如何实现社会分配公平,在广度和深度上理解“平等、参与、共享”的含义,对残疾人保障服务多元化和专业化变化,早日实现和谐社会促进相关行业健康发展都有深远意义。本文运用文献研究法、问卷调查法和个案访谈法,在综述国内外残疾人社会保障相关研究文献基础上,结合朝阳市残疾人社会保障事业发展现状并进行归纳总结,立足辽宁省朝阳市在残疾人社会保障工作中取得若干成绩的基础上,借鉴美、英、日三国及国内青岛市、太原市、大连市的残疾人社会保障建设过程及部分制度制定的成功经验,总结了朝阳市政府针对残疾人社会保障要做好战略规划,明确责任主体,把握历史发展机遇,健全保障机制,加强残疾人无障碍设施的建设,统筹城乡发展,构建多层次格局,统筹安排残疾人差异化的福利和建立健全完善监督机制,提高残疾人社会保障整体水平,以解决残疾人社会保障面临的问题,具有一定的实用意义。更多还原

【Abstract】 The disabled are the social vulnerable groups,who are seriously affected on a physical and mental level for a long time.Disabled people play an important role in society.Because of the physical disability,specific characteristics of the disabled on their requirements and the way of living lead to the specialness in society.Social security and institution for the disabled in our country is marked with late start.The development of disabled cause in our country is not only a guarantee to build a harmonious society,but also a measurement to judge the China’s economic and cultural development and human right security.The number of disabled people in China is huge and owing to lots of factors,education and medical care for the disabled lag behind.Sustainably improving the social security for the disabled and building sound social security regulations to improve the living ability and situations for the disabled remain to be solved.“Help the Disabled”,“be blessed with harmony and unity” are the ways to treat vulnerable groups to ensure the equality between vulnerable groups and social groups.Our country ensures the rights for the disabled,which is closely comcited with the stability of economy and society.In the process of promoting social security for the disabled,there remains an unsound social security system and social contradiction.Thus,how to achieve social equity? We should understand the meaning “ equality ”,“participation”,“share”to face the changes of diversification and specialization for the disabled security service,which has a profound effect on achieving a harmonious society.In this paper,the literature research,questionnaire and case interview are used to review the literature on the social security of the disabled at home and abroad.The article summarizes research documents of the social security for the disabled at home and abroad and the current situation and achievements of social security system in Chaoyang.Meanwhile,it mentions the construction process of social security for handicapped in US,UK and Japan and in Qingdao,Taiyuan and Dalian city in China and successful experience in system formulation.The article includes Chaoyang should do well in strategic planning,make sure the main part of responsibility,hold the chance of historic development,construct multi-level structure,plan overall welfare of the disabled,establish a sound supervisory mechanism,improve the whole level of social security for the disabled to solve problems of social security for the disabled,which are meaningful to some extent.更多还原
