栖霞市食品安全监管存在问题与对策研究

【摘要】 近几年,我国食品安全总体形势趋好,人民吃得越来越健康,人的平均寿命逐年增加。但是,随着市场经济的发展和人民生活水平的提高,食品问题安全频发,一方面,有少数食品从业者,过于追求利益,制造了一些食品安全事件;另一方面,是由于监管不严、检验检测体系不完善造成了食品安全问题不断出现。如何转变食品安全监管思路,加大食品安全监管力度,让百姓吃得放心,吃得安心,变得相当紧迫。加强食品安全监管,需要监管部门和全社会的共同参与,积极应对食品市场监管工作新形势、新变化,构建从上到下的食品安全保障体系,形成“上下统一、责任明晰,运行高效、保障有力,无缝衔接、全程监管”的监管格局。本文以食品安全监管改革的试点县——栖霞市为例,介绍了栖霞市的基本食品安全情况,食品安全监管中存在的诸多问题,针对目前食品从业者安全意识淡薄,公众食品安全知识欠缺、维权意识淡薄,监管部门认识不到位,食品安全监管的法律法规不健全,监管规章制度的可操作性弱等问题进行了剖析,分析了该地“三局合一”之后,栖霞市食品监管执法的变化,通过对栖霞市食品安全监管中针对各种问题所采取的措施进行实例分析,提出了加强组织领导和宣传教育,加强监管能力建设,健全食品安全制度,改进食品安全的监管体系,加大执法力度,提高执法效率等一系列行之有效的对策建议,阐明加强对县域食品安全监管具有重要的民生意义和社会效益,对地方政府和食品安全监管部门具有重要的借鉴意义。更多还原

【Abstract】 In recent years,the overall situation of food safety in China has become better.People eat healthier and healthier,and the life expectancy of people increases year by year.However,with the development of the market economy and the improvement of people’s living standards,There are many problems with food safety.On the one hand,there are a few food practitioners who too pursuit of interests to made some food safety events.On the other hand,due to lax supervision and imperfect inspection of testing system,food safety problems are constantly emerging.How to change the food safety supervision become quite urgent.In order to strengthen food safety supervision,It needs the participation of regulatory authorities and the whole society to cope with the new situation and new changes in the supervision of food market.At the same time,it needs us to build a food safety guarantee system from top to bottom,in which we can form a regulatory framework of "unity of the upper and lower,clear responsibility,efficient operation,strong guarantee,seamless connection and whole course supervision".This paper takes t he pilot county of food safety supervision reform—Qixia City,introduces the basic food safety situation in Qixia and the problems existing in food safety supervision.In view of the current practitioners have a weak sense of security,the public’s knowledge of food safety is insufficient,and the consciousness of safeguarding rights is weak,regulatory awareness is not in place,the laws and regulations of food safety supervision is not good,the operability of regulatory regulations is weak.Analyzes the regulatory system in the region,Changing in food safety supervision after the three units merged into one,through the analysis of the measures adopted in the food safety supervision of Qixia City,put forward a series of effective countermeasures and suggestions,such as strengthening organizational leadership and publicity and education,strengthening supervision capacity-building,improving food safety system,improving food safety supervision system,intensifying law enforcement,and improving the efficiency of law enforcement.It has important livelihood significance and social benefit to strengthen the supervision of food safety in county area,and it has important reference significance to local government and food safety supervision department.更多还原
