地方政府在光伏发电产业发展中的角色定位及改进策略研究

【摘要】 我国光伏发电是集中供电技术不可缺少的一种方式,也是未来新能源领域的一个重要发展方向。无论从世界还是从中国来看,常规能源都是很有限的。中国的一次能源储量远远低于世界的平均水平,大约只有世界总储量的10%。太阳能是人类取之不尽用之不竭的可再生能源,具有充分的清洁性、绝对的安全性、相对的广泛性、确实的长寿命和免维护性、资源的充足性及潜在的经济性等优点,在长期的能源战略中具有重要地位。目前国家对光伏发电产业发展的重视程度日益加强,而地方政府支持更是加速光伏发电产业发展的基本动力,因此对我国光伏发电产业发展过程中政府的角色定位和政策策略的研究是十分必要的。本文通过文献研究,系统梳理对国内外光伏发电发展过程中的政府角色定位和政策策略;并通过访谈研究和问卷调查等实证研究方法,具体深入光伏发电企业进行实地的调研和考察,对广东省阳江市的实际案例进行分析来发现影响我国光伏发电产业可持续发展的瓶颈所在,以及地方政府在目前光伏发电产业实际发展进程中取得的经验和存在的不足;最后通过比较研究法,在政府支持、投入巨资、税收、补助、低息贷款和建立风险基金、帮助开拓市场等一系列优惠政策方面,与美国、丹麦、日本等国家相比较,研究国内外光伏发电发展中的政府角色定位和政策策略,进一步探索发现广东省存在的差距和现实存在的问题,并就其现状提出策略改进的建议。本文试图通过对我国和国外主要的光伏发电产业发展过程中的政府角色定位进行综合分析,在符合我国国情的基础上,借鉴国外经验,为进一步完善我国的光伏发电产业发展提供理论参考,具有理论意义;目前我国光伏发电开发利用还处于起步阶段,受政策影响非常大,是一个需要政府扶持的产业,本文研究现有的光伏发电发展中的地方政府政策并对其策略加以现实分析和逐步完善,对于解决我国光伏发电产业发展过程中的问题,实现光伏发电产业化发展具有重要的现实意义。

【Abstract】 Photovoltaic power generation in China is an indispensable method for centralized power supply technology and an important development direction in the future of new energy.Routine energy sources are very limited,both in the world and in China.China’s primary energy reserves are far below the world average,and it is only about 10% of the world’s total reserves.Solar energy is an inexhaustible source of renewable energy.It has sufficient cleanliness,absolute safety,relative versatility,exact longevity and maintenance freeness,adequacy of resources,and potential economics.Such advantages have an important position in the long-term energy strategy.At present,the state attaches great importance to the development of the photovoltaic power generation industry,and government support is the basic driving force for accelerating the development of the photovoltaic power generation industry.Therefore,it is necessary to study the role of the government’s role in the development of the photovoltaic power generation industry in China and its policy tactics.In this paper,Through literature research,this paper systematically reviews government actions in the development of photovoltaic power generation at home and abroad;through in-depth research methods such as interviews and questionnaire surveys,the company has conducted in-depth investigations and inspections of photovoltaic power generation companies in the field,which is practical for Yangjiang City,Guangdong Province.The case analysis was conducted to find out the bottlenecks affecting the sustainable development of China’s photovoltaic power generation industry,as well as the experiences and deficiencies of government actions in the actual development process of the current photovoltaic power generation industry;finally,through comparative research methods,the government supported and invested heavily.,taxation,subsidies,low-interest loans,and the creation of risk funds to help open up the market and a series of preferential policies,compared with the United States,Denmark,Japan and other countries,to study the domestic and foreign governments in the development of photovoltaic power generation to further explore the discovery of the existence of Guangdong Province Gaps and existing problems in reality,and put forward suggestions for improvement on the status quo.This article tries to provide a theoretical reference for further improving the distributed power generation in our country by comprehensively analyzing and summarizing the government actions during the development of major photovoltaic power generation in our country and abroad based on our own national conditions and drawing on the experience of other countries.At present,the distributed power generation and utilization in our country are still in the initial stage,influenced by the policy very much,which is an industry that needs government support.This paper studies the existing governmental behavior in the development of distributed generation and realizes it and gradually improves it.The problems in the development of distributed generation in our country have important practical significance to realize the industrialization of distributed generation.
