【摘要】 至2016年,秦皇岛的流动人口数量达到24万余人,这对秦皇岛市的区域经济发展和产业布局,以及生态建设、社会管理产生了重要影响。因此,考察秦皇岛流动人口管理服务的现状,分析其中存在的问题,提出改进对策,对于提高秦皇岛市流动人口管理水平,优化服务质量,促进秦皇岛市的经济社会发展与城乡一体化进程,都具有积极意义。论文运用文献研究法,系统考察和梳理了国内外关于流动人口管理服务的研究成果。在此基础上,运用实证调查方法,通过到有关职能部门搜集数据、走访和问卷调查,对秦皇岛流动人口的基本状况(包括数量、暂住时间、来源地、居住处所、就业及社保等)得出如下认识:秦皇岛流动人口男女性别比例差别不大,年龄以青壮年为主,文化程度普遍不高,以初高中为主;在所从事行业中,以服务业和建筑业为主;社会保障低,且对相关社会保障法规和文件认知度不高;参加社区活动少,与当地居民融合度较差。通过分析,本文认为,秦皇岛流动人口管理服务存在如下主要问题:一是相关政策、法规不够健全;二是重管理、轻服务的观念依然存在;三是管理体制和机制不够完善,难以适应社会需要;四是流动人口享受基本公共服务均等化程度相对有限。存在这些问题的原因涉及管理政策、管理主体和管理客体三个层面。针对上述问题,本文提出了对策建议:健全城市流动人口管理服务的政策、法规;“以人为本”,树立管理服务并重的理念;优化城市流动人口社会化管理服务体制;提升流动人口享受基本公共服务均等化的程度;完善城市流动人口社会化管理服务保障条件。更多还原

【Abstract】 The number of floating population in Qinhuangdao reached more than 240 thousands in 2016,which has an important impact on the regional economic development and industrial layout of Qinhuangdao,as well as ecological construction,social management.Therefore,the study on the management services of floating population in Qinhuangdao is extraordinarily significant.This paper systematically reviews and summarizes the related research results of the management and service of floating population.On this basis,the basic features of the floating population in Qinhuangdao are summarized.They shows that the proportion of men and women is not much different,young adults dominate the labor market;the general education level is not high.They mainly work in the industry and the service industry and the construction industry.Social security is low,and the awareness of relevant social security regulations and documents is not high.Participation in community activities and the degree of integration with the local residents are low.Then,this paper analysis Qinhuangdao floating population management,and considers laws and regulations are imperfect,the management of the floating population service is lagged;concepts and systems are not perfect and social public service is low.According to the existing problems,the paper analyzes the reasons and puts forward the following advice: first,straighten policies and regulations of social management and service system of the floating population;secondly,update the concept of social management and service of the floating population;third,improve the social management and service modes of the floating population;fourth,construct the social management and service security mechanism of the floating population;fifth,innovate of the support system of the floating population on social management and service.更多还原
