政府投资项目绩效评价研究

【摘要】 对政府投资项目的实施效果进行评价是一个很复杂的问题,原因主要在于政府投资项目涉及到的很多内容无法量化。在研究、分析、剖析一系列政府投资项目时,想要评价政府投资项目的实施效果,就需要综合考虑项目的经济因素、过程因素、环境影响和社会影响等多方面,这多方面的评价构成的就是政府投资项目的绩效评价。通过绩效评价,有助于提高政府投资的效率,优化资源配置,促进社会和谐发展,同时为政府投资选取项目提出更全面、更科学的理论依据。本文对政府投资项目的研究意义和研究目的进行陈述,通过对国内外绩效评价和政府投资项目的绩效评价相关理论进行研究,在分析绩效评价特点、评价原则、评价内容、指标体系、评价方法的基础上,适应当前新形势下的政府投资项目绩效评价的要求,分析现有评价方法的局限性和缺陷性,提出绩效评价的框架及思路,并尝试将量化的指标分析方法运用到政府投资项目中的青岛市鼓励创业带动就业项目绩效评价案例中,构建、设计适合本项目的评价指标及评价方法,从而进行了实证研究;通过对案例的总结研究分析,提出政府投资项目绩效评价合理化的建议,使本文更有导向性和实用性。更多还原

【Abstract】 How to evaluate the effect of government investment projects? This is a very complex problems,mainly because the government investment project involves a lot of content is impossible to quantify.In research,analysis,and analyzes a series of government investment project,want to evaluate the efficacy of the government investment project implementation,you need to comprehensively consider the economic factors,the process of project factors,environmental impact and social impact in many aspects,such as the various evaluation is composed of government investment project performance evaluation.Through the performance evaluation,help to improve the efficiency of government investment,optimize the allocation of resources,promote the harmonious development of society,at the same time for the government investment project put forward a more comprehensive,more scientific theory basis.This paper stated the significance and purpose of the study on government investment project,through the performance evaluation of domestic and international performance evaluation of government investment projects and related theory research,based on analyzing the characteristics of performance evaluation,evaluation principles,evaluation content,index system,evaluation methods,to adapt to the performance evaluation of government investment projects in the new situations the analysis of the existing evaluation methods,limitations and defects,put forward the framework and ideas of performance evaluation,and try to apply to the government investment projects in Qingdao city to encourage entrepreneurship to improve employment project performance evaluation case,construction and design for the evaluation index and evaluation method of the project,and makes an empirical study by;summary of the case study,proposed the performance evaluation of government investment project reasonable,make this paper more oriented and Practicability。更多还原
