南宁六景风力发电项目风险管理研究

【摘要】 风力发电是十分契合我国当前能源需求和环境保护要求的产业之一。我国风能资源较为丰富,风能所具有的清洁、绿色特点推动着我国风力发电行业的快速发展。同时,风力发电项目对项目规划、施工工艺与质量,工期管理等都有着较高的要求,发展风电项目,需要对项目具有较为深入的风险管理意识,以提前做好风险应对措施。本研究将结合企业自身情况和项目建设情况做以综合分析,评估南宁六景风力发电项目各方面的风险情况,帮助企业有效控制项目风险,实现预期收益。本文首先对研究的背景、意义、国内外研究现状,研究的内容和研究方案进行了阐述,并对风力发电项目的特点,风力发电项目的风险管理,AHP和模糊综合评价法进行了归纳和总结,为后续的研究提供理论指导。在此基础上,对南宁六景风电项目的背景进行了分析,包括项目开发公司简介、项目开发的目的、项目概况、项目所在区域地质情况和项目的技术特点等。通过对项目内部和外部影响因素分析,从技术、管理、经济、运行、环境因素的识别等几个维度设立了评价指标,在指标体系的基础上,基于AHP层次分析法和模糊综合评价法,对指标的风险情况进行了评价,并对其中风险较大的因素进行描述,包括项目基建、设备安装等环节的质量管理风险、工程进度控制风险、资金与财务管理风险、环境问题风险等。针对相关风险点,提出了控制措施,包括强化全面、全员的风险管理理念;强化工期管理,避免工期风险;对项目实行事前、事中、事后的质量控制;强化财务管理,控制财务风险;制定和完善防范环境风险的措施。
【Abstract】 Wind power is very fit for China’s current energy demand and the demand of environmental protection,China’s wind resources are abundant,wind power has characteristics of clean,green and promotes the rapid development of China’s wind power generation industry.However,wind power projects have requirements in various fields like plan,construction process and quality.Investors should have risk awareness when they decide to explore wind power program and have risk tools in advance in order to control potential risk.This paper would research risk management in wind power industry,and integrate characteristic of the project and related elements,and then assess the risk situation of Nanning liujing wind power projects,which may help investors control the project risk and obtain benefit.This paper issues research background,significance,external and internal research results,research tools and program firstly,what is more,this paper also illustrate risk management of wind power,AHP and fuzzy comprehensive evaluation method in order to support the research of following analysis.On the basis and the background of Nanning liujing wind power projects are analyzed,including project development company profile,project development objective,general situation of the project,the project area where the geological conditions and project technical features and so on.Through analysis on project internal and external factors,of technology,management,economy,operation,environmental factors of recognition,this paper from the several dimensions set up evaluation index,on the foundation of index system,this paper based on hierarchical analysis and fuzzy comprehensive evaluation method,risk index were evaluated,and of which the larger risk factor is described,including the risk of technology and quality,time limit for a project risk management,financial risk management,environmental risk.According to the related risks,this paper proposes the control measures,including strengthening the comprehensive,full of the concept of risk management,strengthen the management of time limit for a project,to avoid the risk of time limit for a project,the project implementation of beforehand,in the matter,afterwards quality control;to strengthen financial management,financial risk control;to develop and improve the prevention measures of environmental risk.
