EPC工程总承包企业设计风险研究

【摘要】 EPC工程总承包管理模式,可以在最大的程度上发挥资源整合的优势,使项目在设计、采购、施工等各个环节深度融合,实现缩短工程项目建设周期,降低工程造价,保证工程质量的目标。近年来EPC模式在国内外工程建设领域均呈现快速增长的趋势。EPC总承包项目以设计为核心,整个项目实施全过程都围绕设计来完成,设计是决定着EPC项目是否能够盈利的关键因素,而随着EPC项目数量的增多及规模的增大,由于设计风险的管理不善而引发的问题越来越不容小觑。EPC工程模式得到了飞速的发展,许多企业开始意识到设计风险的重要性,但是并未将其提升到风险管理的层次上,也未总结出成熟的理论与流程,某些总承包企业对设计风险的认识尚停留在单纯的对设计图纸的质量管理的层面。本文首先对EPC总承包管理模式、工程设计风险的理论进行简明介绍,接着对国内外EPC模式下的合同、采购、财务等研究成果进行提炼与分析,然后总结国内外学者在相关领域内的研究成果,提出现有研究成果的不足,并引入本文的研究方法体系。本文首先通过访谈、问卷调研、数据收集,对从事EPC工程的总承包企业的设计风险管理现状进行了解,然后引入统计学的因子分析法,对EPC工程总承包企业可能遇到的设计风险因素进行科学的识别分析与归类,以此为基础建立起一个设计风险评价指标体系。然后在建立好的指标体系基础之上,引入用模糊层次评价法对EPC工程总承包企业的设计风险进行评价,建立起一个操作简单、结果明晰、可信度高的模型。最后,通过C国A公司的具体案例进行分析实证。本文在研究过程中,采用了定性与定量相结合的研究方法,因子分析法的降维思想的引入能够更理性更系统的认识和考量EPC工程总承包企业设计风险因素,而EPC工程总承包企业设计风险评价模型的建立,为EPC总承包企业提供了一个简单易用的风险管理工具。之后本文进一步探讨并提出了一些操作性强的应对设计风险的策略及管理方案,从而达到降低EPC工程总承包企业在设计方面的风险的目的。

【Abstract】 EPC management mode can enable enterprises to effectively integrate production elements in links like designing,procurement and construction and realize deep exchanges between links.Procurement and construction links can be introduced in the designing stage.The construction mode of the whole project is always predominated by the designing with a shortening construction cycle of engineering project,lower project cost and high quality of the project.In recent years,domestic engineering constructions are facing a rapid growth.As the most important component in the EPC mode,the designing link determines the success of the project.As to EPC enterprises,the most important part lies in the risks encountering management design.Thi s text introduces the EPC mode and engineering design risk theories and extracts research achievements on contract,procurement and financial status under EPC mode both home and abroad and finally concludes the research achievements on risks encountering designing under EPC mode both home and abroad and proposes that scholars lack researches in designing as well as introduces the corresponding research methodology.Through researches,the existing status of risk management of EPC enterprises is recognized.Factors analysis method is introduced to identify and analyze the designing risks may encounter the EPC enterprises.Then the author applies factors analysis method to figure out 18 factors which constitute the risks list from aspects of designing plan,in itiative design,construction drawing design and designing control and makes dimension reduction process and classifications to the 18 factors so as to establish a risks assessment indicators system for EPC enterprises based on factors analysis method.Then the author applies the fuzzy analytic hierarchy process and select workers,experts and scholars with rich industrial experiences to make marks on the indicators within the designing risks assessment system of EPC enterprises,determines the corresponding weights and make checks on consistency in the hierarchy process.Then the author uses fuzzy evaluation method to make assessment on the designing risks facing EPC enterprises.Finally,the author makes analysis about the concrete cases of company A in co untry C and tentatively proposes suggestions to improve designing risks management for EPC enterprises based on the results of risks recognition and cases analysis.This text applies qualitative and quantitative research methods while combining both theories and evidences.Through the introduction of dimension reduction in factors analysis method,we can better identify the designing risks management for EPC enterprises.However the establishment of designing risks assessment mode of EPC enterprises is cond ucive to the evaluation of the status of designing risk management.Through researches,the author further proposes designing strategies and plans with stronger operability and manage the designing risks facing EPC enterprises so as to reduce the designing risks facing EPC enterprises.
