基于OS2体系架构的新型电网事故辅助决策系统研究

【摘要】 随着电网高速发展,调度业务也呈现迅速增长趋势,但长期以来调度业务的纸质化作业管理,单一业务多系统重复操作现象较为普遍;调度运行管理系统与自动化系统割裂运行,无法全面获取电网实时故障信息,所有故障数据报表均需人工手动查询获取,制约了调度管理水平由粗放型管理向精细化管理推进。而且,对客户服务能力需要不断提升的态势下,特别是电网异常处置时,要求调度运行与客服部门充分联动,但当前调度运行与客服之间的沟通仍停留在电话方式,特别是电网事故信息传递方面,现有处理方式无法高效传递,造成信息延误、甚至出现闭塞等严重情况。当电网发生大面积停电等事故时,需确保调度人员能够迅速掌握设备失压、影响范围、影响客户数等情况。为解决电网调度故障信息收集困难、信息传递速度慢等弊端,本文提出利用现代化的信息技术整合调度自动化系统的基础台账、图形、故障数据及功能重新构建电网调度运行系统。进一步整合调度自动化数据分析,结合实时潮流校验,开展高级数据应用的整合分析,形成更加结构化、智能化、人性化的新调度运行系统,满足电网安全生产需要。然后,加以整合调度自动化系统的开关跳闸、失压母线、全站失压、SOE等事故信息数据,形成逻辑性强,阅读性高的事件序列,通过信息化传递、智能分析,构建基于OS2体系架构的调度事故辅助决策平台,形成事故信息判断,并在事故处理中进行全过程辅助,形成结构化、专家化、人性化的调度辅助决策平台,满足电网安全生产需要。在调度事故辅助决策平台中,可在主调、配调、客服与市场部门之间,构建应急信息直通车,帮助调度人员实现对电网异常信息的收集、分析、发布与更新的全过程管控。因此,平台对调度运行、客户服务起到强有力支撑,极大提高了地区电网的生产运行与客服服务水平。

【Abstract】 With the rapid development of power grids,scheduling business also showed rapid growth trend,but the long print job management service scheduling,single business system operation is a common phenomenon;the operation management system and automation system separate operation,unable to obtain electric net real-time information,all data are required to manually query access control the scheduling management from extensive management to promote fine management.Moreover,the customer service needs to continuously improve the situation,requirements and operation of full service department linkage,but between the current operation and customer communication is still in the phone,especially the power grid accident information,existing method cannot be transferred efficiently,resulting in information delay,even occlusion and other serious conditions.In order to solve the grid fault information collection difficult,slow transmission of information problems,when a large area of power outages and other accidents,ensure the dispatcher can quickly grasp equipment pressure loss,affected scope and number of customers etc..This paper puts forward the construction of power grid dispatching system based on the integration of modern information technology,dispatching automation system,graphics,advanced application data and functions.Further integration of dispatching automation data analysis,combined with the real-time power flow calibration,advanced data analysis application integration,the new operation system formed a more structured,intelligent,humane,safe production to meet the grid.Then,integrate the dispatching automation system switch tripping,pressure loss,pressure loss,SOE bus station accident information data,analysis of information transmission,intelligent building,auxiliary decision-making platform OS2 architecture based on the formation of initial scheduling accident,accident judgment,and the accident treatment process,formation of scheduling decision support platform,structured experts and humanization,meet the power grid safety production needs.In the decision-making platform for scheduling the accident,between the main,distribution,customer service and marketing departments,the construction of emergency information through train,full process control to help operators to achieve network abnormal information collection,analysis,release and update.Therefore,the platform plays a strong supporting role in scheduling operation and customer service,greatly improving the production operation and customer service level of regional power grid.
