长春市南关区社会网格化管理问题研究

【摘要】 网格化管理作为一种数字化的城市管理模式,其所具备的动态全方位管理和多元、精细、个性化服务是传统城市管理模式所欠缺的,自从2004年北京东城进行万米网格探索以来,网格化管理在全国各大城市得到不断推广和发展。与此同时,建立共享共治的社会体系,推动管理中心向基层社会下移,把更多的人财物等资源投到基层社会,坚持社会化服务、网格化管理为导向,完善基层社会综合管理服务平台,推动政府与居民社会的协调发展也日渐成为新时代发展的要求。为加快社会管理创新,提高社会管理水平,2012年长春开始在城区进行网格化管理,经过几年的学习和探索发展,长春的网格化管理工作已成规模,社会治理更加有序,人民群众的生产生活得到更好的保障。与此同时,长春的网格化管理还存在一些亟待解决的问题和挑战,而对于问题的解决有利于推动长春市网格化管理工作的发展,提升长春的社会管理水平。本文通过学习相关网格化管理的研究成果,借鉴运用多中心治理、无缝隙政府和协同治理等理论。通过实地考察和问卷调查的方法,以长春市最先开展网格化管理探索的南关区部分社区为调研对象,探析南关区网格化管理的主要做法经验与目前管理情况,以及在开展网格化管理过程中出现的相关问题。通过调研发现,目前南关区的网格化管理面临一些问题,包括居民对网格化管理关注不足,宣传力度有待提高;网格员工作有待提高;网格化管理过程后居民参与程度有待提高;网格划分方式不合理,降低社区整体性;网格化服务意识不强。针对相关问题,通过原因分析和列举学习国内其他典型城市进行网格化管理探索的成功经验,包含北京东城模式、舟山模式与宜昌模式,提出推进南关区网格化管理的相关措施。强化法律法规和制度建设,提高网格化管理水平,强化队伍建设,加强宣传推动参与,加强网格化服务都是未来南关区推动网格化管理工作的方向与重点。希望本文的研究能够为网格化管理的相关理论研究,以及长春市网格化管理的实践发展提供参考借鉴。

【Abstract】 Grid management as a kind of digital city management model,the dynamic comprehensive management,careful,and diverse,personalized service is a traditional urban management mode lacks,since 2004,when Beijing DongCheng to explore since thousands meters grid,the grid management in major cities across the country to get further promotion and development.At the same time,to establish a shared work of social system,promote the management center down to the grass-roots society,the more human,financial and other resources to the basic unit society,adhere to the socialized service,grid management as the guidance,improve the grass-roots social comprehensive management service platform,promote the coordination of the government and the residents and also gradually become the demands of the development of a new era.To accelerate the innovation of social management,improve the level of social management,in urban grid management in ChangChun,started in 2012,after years of learning and exploring development,ChangChun grid management has become a scale,social governance more orderly,and the guarantee of the people’s production and living better.Changchun grid management,meanwhile,there are still some problems to be solved and challenges,and to solve this problem will be conducive to the ChangChun grid management,raising the level of social management in ChangChun.In this paper,we learn the research results of grid management,and use multi-center governance,seamless government and collaborative governance theory.Through on-the-spot investigation and questionnaire survey method to ChangChun city grid management first explore the NanGuan district part of the community as the research object,discusses the main methods of NanGuan district grid management experience with the current management situation,and in the process of grid management related issues.According to the research,there are some problems in the grid management of NanGuan area,including the lack of attention of residents to grid management and the need to improve the publicity.Grid work needs to be improved;The degree of resident participation needs to be improved after the grid management process.It is unreasonable to divide the grid and reduce the community integrity.Grid service awareness is not strong.According to related problem,through the reason analysis and study of domestic listed other typical urban grid management to explore the successful experience of,contain the Beijing DongCheng,ZhouShan mode and YiChang,advancing the NanGuan district grid management measures are put forward.Strengthen the laws and regulations and the system construction,improve the level of grid management,to strengthen the team construction,strengthen the publicity to promote participation,strengthening the grid services are the future NanGuan district promote grid management direction and focus.It is hoped that the research of this paper can provide reference for the theoretical research of grid management and the practice development of the grid management in ChangChun city.
