【摘要】 从今年开始,历经36年的风景名胜区事业将由国家林业与草原局主管,风景资源保护和利用或将在新机构里通过统一管理得到平衡,这无疑将改变风景名胜区的管理模式和路径。本论文研究基于建立“以国家公园为主体的自然保护地体系”的时代背景,探讨适应风景名胜区特征与发展规律的管理新思路。多年来,笔者作为主要参与者,在浙江省风景名胜区的规划、管理、研究等工作中进行实践探索。论文在总结、提炼风景名胜区适应性管理新理念基础上,对风景名胜区适应性管理定义、模式、路径等进行了探讨。论文全面回顾了我国风景名胜区事业历程,对所取得的成绩、发展现状和存在的问题进行总结,提出我国风景名胜区管理急需调整手段、转变管理理念和模式的观点,并认为适应性管理的理念与方法符合风景名胜区管理规律与特点。论文从风景名胜区的发展、演化、价值、功能等多角度剖析,对风景名胜区的定义和内涵进行再认识。并重点归纳了风景名胜区特征,明确了风景名胜区适应性管理定义。并根据风景名胜区的管理对象和管理特征,得出风景名胜区适应性管理的五大理念。论文提出风景名胜区适应性管理的重点是分类管理和动态管理,建议强化现行管理体系中的分类和评估机制,将风景名胜区放在一个时空轴线上,从空间的维度,根据资源情况进行分类分区管理;从时间的维度,进行各要素动态管控。并提出了以国家公园为主体的自然保护地体系分类和以文化景观为主体的风景名胜区分类;同时构建了由设立、规划、实施、监测、评估、修订等六要素组成的螺旋式管理模型。论文结合浙江省风景名胜区管理的实践探索,正面呼应了适应性管理的重要性和可行性。更多还原

【Abstract】 From this year,the 36-year business of National Park of China will be managed by the National Forestry and Grassland Bureau,the protection and utilization of landscape resources will be balanced through unified management in new institutions,which will undoubtedly change the management mode and path of National Park of China.This research is based on the establishment of a "Natural protected area system based on National Park",and explores a management mode adapt to the characteristics and development laws of National park of China.Over the years,as the main participant,I have conducted practical explorations in the planning,management,research,and other work of National Parks in Zhejiang Province.On the basis of summarizing and refining the new concept of adaptive management of National Park of China,the paper discusses the definition,mode and path of adaptive management of National Park of China.The thesis comprehensively reviewed the development of National Park of China,summed up the achievements,development status and existing problems.Believing that the concept of adaptive management adapts to the characteristics of the National Park of China.this thesis put forward the view that the management of National Park of China has to make adjustments,and changes in management concepts and models.The thesis analyzes the development,evolution,value,and function of National Park of China,and then recognizes the definition and connotation of it.In addition,the characteristics of National Park of China are summarized,and the definition of adaptive management of National Park of China is defined.According to the management objects and management features of the National Parks,the five concepts of adaptive management of National Parks are drawn.Putting forward that the core of adaptive management in National Parks are classification management and dynamic management,the thesis recommends to strengthen the classification and assessment mechanism in the current management system.To place the National Park on a space-time axis,we can conduct classification and partition management according to the situation of resources from the dimension of space and control all the elements dynamically from the dimension of time.The paper combined with the practical experience of the management of National Parks in Zhejiang Province,it will positively respond to the importance and feasibility of adaptive management.更多还原
