【摘要】 改革开放以来,我国城镇化发展迅速,城镇化率(城镇人口占总人口的比重)由1978年的17.9%提升到2017年底的58.52%。为提高发展质量和效益,国家大力提倡发展“以人为核心”的城镇化,即注重城镇化质量的提升。城镇的发展离不开产业,目前,服务业在国民经济中的地位不断提升,西方主要发达国家的服务业增加值占国内生产总值比重达到70%以上,即使是中低收入国家也达到了57.5%的平均水平。服务业具有极强吸纳劳动力能力,西方发达国家服务业就业比重普遍达到70%左右,少数达到80%以上。服务业中的生产性服务业是世界经济中增长幅度最快的行业,而且生产性服务业在服务业中所占比重较大。其具有知识密集度高、资本密集度高以及产业关联性强等特点,对于劳动力吸纳、产业结构升级以及减少环境污染具有重要作用,而这对于城镇化质量的提升也起到“推进器”的作用。首先,本文系统梳理生产性服务业、城镇化质量以及生产性服务业集聚与城镇化质量之间关系的国内外文献资料,阐述生产性服务业和城镇化质量的发展历程,介绍相关的生产性服务业集聚及城镇化理论。联系我国发展实际,介绍江浙沪地区生产性服务业及城镇化的发展现状和存在的问题。其次,本文通过对生产性服务业集聚的形成以及集聚效应的分析,归纳并总结生产性服务业集聚对城镇化质量的影响路径。对此,本文以江浙沪地区为研究领域,分别从省域和地级市层面进行研究,选取2005-2015年数据,分别测算两个层次的生产性服务业专业化集聚、生产性服务业多样化集聚和城镇化质量的水平。本文采用动静面板相结合方法研究生产性服务业两种集聚模式对城镇化质量的影响。同时,考虑到经济活动的空间关联性,本文利用空间计量方法研究生产性服务业集聚对城镇化质量的空间效应。得出的主要结论有:生产性服务业专业化集聚对城镇化质量提升具有阻碍作用,而生产性服务业多样化集聚则促进城镇化质量的提升;生产性服务业细分行业对城镇化质量的影响存在差异,除金融业外,其它生产性服务业细分行业均对城镇化质量具有阻碍作用;江苏、浙江和上海市生产性服务业集聚的不同模式对城镇化质量的影响也存在不同;生产性服务业集聚对城镇化质量具有显著的空间溢出效应,其对周边地区城镇化质量的影响不明显。除此之外,外商直接投资和制造业集聚对城镇化质量具有阻碍作用,而在空间计量中外商直接投资对城镇化质量具有促进作用。经济发展水平、政府投资、劳动力投入则有助于城镇化质量的提升。最后,根据实证结果提出政策建议:江浙沪地区应合理布局生产性服务业,因地制宜发展生产性服务业;建立生产性服务业集聚区,提升生产性服务业多样化集聚水平;推进生产性服务业集聚和城镇化质量协同发展,有助于江浙沪地区城镇化健康稳定发展,提升城镇化质量,实现“产城融合”及经济发展的协同效应。更多还原

【Abstract】 Since the reform and opening up,China’s urbanization has developed rapidly,the urbanization rate(the proportion of urban population to the total population)has increased from 17.9% in 1978 to 58.52% at the end of 2017.In order to improve the quality and benefit of development,the government strongly advocates the development of urbanization with "people as the core",that is,pay attention to the improvement of urbanization quality.At present,the status of service industry in the national economy is increasing.The added value of service industry in the major western developed countries accounts for more than 70% of GDP,and even the low-and middle-income countries have reached the average level of 57.5%.The service industry has an extremely strong ability to absorb labor force.The proportion of employment in the national service sector has generally reached about 70%,and the minority has reached more than 80%.Producer service industry is the fastest growing industry in the world economy.Producer service industry accounts for a large proportion of the service industry,which has the characteristics of high knowledge density,high capital intensity and strong industrial relevance.It plays an important role in absorbing labor force,upgrading industrial structure and reducing environmental pollution,and it also plays a "propeller" role in improving the quality of urbanization.First of all,this paper systematically combs the domestic and foreign literature data on the relationship between producer services,urbanization quality and producer services agglomeration and urbanization quality,and expounds the development process of producer services and urbanization quality.This paper introduces the theory of producer service agglomeration and urbanization in foreign countries.This paper introduces the present situation and problems of producer service industry and urbanization in Jiangsu,Zhejiang and Shanghai.Secondly,through the analysis of the formation of producer services agglomeration and the agglomeration effect,the paper summarizes the influence path of producer service industry agglomeration on urbanization quality.In this paper,taking Jiangsu,Zhejiang and Shanghai as the research field,this paper studies from the provincial level and prefectural level city level,selects the data from 2005 to 2015,calculates the specialization agglomeration of producer service industry in two levels,Producer services diversified agglomeration and urbanization quality.In this paper,the influence of two clustering modes of producer services on the quality of urbanization is studied by using static and dynamic panel method.At the same time,considering the spatial correlation of economic activities,this paper makes use of the empty space The spatial effect of producer service agglomeration on urbanization quality is studied by intermetrological method.The main conclusions are as follows: the specialized agglomeration of producer services hinders the quality of urbanization,while the diversification of producer services promotes the quality of urbanization;The influence of producer service industry on urbanization quality is different,except for financial industry,all other producer services subdivision industries have hindering effect on urbanization quality.Different patterns of producer service agglomeration in Zhejiang and Shanghai have different effects on urbanization quality,but it is consistent that producer services are highly specialized in areas with high concentration.At the same time,it is also a place with high urbanization quality.Producer services agglomeration has significant spatial spillover effect on urbanization quality,but it has no obvious effect on urbanization quality in surrounding areas.In addition,FDI and manufacturing agglomeration hinder the quality of urbanization,while in spatial measurement,FDI can promote the quality of urbanization.The level of economic development,government investment,labor input is conducive to the quality of urbanization.Finally,according to the empirical results,the paper puts forward policy recommendations: Jiangsu,Zhejiang and Shanghai should rationally distribute producer services,develop producer services according to local conditions,establish producer service agglomeration areas,and promote diversification of producer services.To promote the coordinated development of producer services agglomeration and urbanization quality is helpful to the healthy and stable development of urbanization in Jiangsu,Zhejiang and Shanghai regions,to promote the quality of urbanization,and to realize the "integration of production and city" and the synergistic effect of economic development.更多还原
