PPP模式在市政污水处理系统工程建设中研究与应用

【摘要】 随着我国城镇化进程的进一步加快,城市发展规模得到快速的增加与扩张,产生了严重的城市污水问题,市政污水处理在我国生态环境发展中发挥着愈发重要的作用。现阶段我国大规模市政污水处理及其配套设施的建设需要庞大的资金投入和高效的运营管理水平。现阶段我国政府财政能力有限,城市基础设施建设的资金相对紧缺,PPP模式作为一种新型的项目融资和实施方式,提供一种全新的解决途径。PPP模式基于合作双方的“双赢”或“多赢”为合作理念的现代融资模式,实现了传统投融资体制的升级。通过政府与私营企业合作,共同参与城市基础设施建设,实现双方共同利益,同时又共同分担风险和责任,并在项目实施过程中引进先进技术和管理经验,适合我国经济社会发展的需要,将成为地方政府投融资模式的新常态。本论文在收集和阅读大量国内外相关文献资料的基础上,研究了当前盛行的PPP模式相关理论和国内外研究现状,并结合国内市政污水处理设施建设存在的困境及其原因,分析了市政污水处理设施建设引入PPP模式的必要性和可行性。同时结合龙岩市四个县(区)城镇污水处理厂网一体化PPP项目,深入剖析了PPP项目的各利益主体及其在市政污水处理设施建设中的组织层次、运作思路和运作流程,根据项目实际情况和污水处理行业特点,开展项目风险分析并提出相关政策和措施,希望在今后我国城镇污水处理行业实施应用PPP模式提供借鉴。更多还原

【Abstract】 With further acceleration of urbanization in China,the urban scale has been rapidly increased and expanded,which brings serious problems of urban sewage treatment Municipal sewage treatment plays an increasingly important role in the construction of ecological environment in China.However,it takes huge funding investment and efficient management to build large-scale municipal sewage treatment systems and supporting facilities.Being limited by China’s present financial capacity,funding import on municipal infrastructure construction is relatively short.PPP mode,as a new way of project financing and implementation,has supplied a whole new solution to this problem.This PPP mode,based on a partnership concept to bring a "win-win" or "multi-win" to all parties,is a upgrade mode of traditional investment and financing system.Through the cooperation between the government and the private sector,the both parties taking parts in municipal infrastructure construction,they can not only realize common benefit,share risks and responsibilities,but also introduce advanced technology and management experience.This mode can adapt both government and private business to our developing economic society and will become a regular investment mode of local government.This paper,based on collecting and reading a lot of domestic and foreign documents and literature,studies the theory and global present situation of the PPP mode,combines with the existing dilemma and its causes of municipal sewage treatment facilities construction,analyses the necessity and feasibility of introducing the PPP model in the construction of municipal sewage treatment facilities.Also,with the PPP project of Longyan’s four counties(districts)urban sewage treatment plants and their sewage pipe network integration introduced in this paper,this paper dissects the organization,operation and process of all invested parties in the municipal sewage treatment facilities building.Based on the projects and features of sewage treatment industry,this paper also discusses the project risk and relevant policies,hoping to provide references for PPP mode in the implementation of Chinese municipal sewage treatment in the future.更多还原
