基于适宜性评价的生产—生活—生态(三生)空间划定研究

【摘要】 在快速城镇化进程中,我国资源约束不断加剧,生态环境压力日益加大,国土开发利用与保护面临严峻挑战。随着城乡建设用地不断扩张,农业和生态空间受到严重挤压,建设开发、农业生产与生态环境保护间的矛盾日益凸显。三者间不协调的发展引发了人们对粮食安全、生态安全的关注,使空间开发政策面临艰难抉择,国土空间开发格局亟需优化。因此,中央提出要科学划定三生空间,通过对生产、生活、生态空间边界界定,优化空间结构,谋划空间布局,建立保护与发展协同关系。合理确定生产、生活、生态空间布局比例,有利于科学确在定国土空间开发秩序、规模及结构,是国土空间管控和现代化治理的重要途径。满足发展需求的同时保障生态格局安全,为制定差别化国土空间管理政策提供理论基础和技术支持,对实现新型城镇化战略和推进生态文明建设具有重要意义。本文以我国农业大省、因城镇化建设对建设用地有巨大需求的空间规划试点省区河南省为典型案例,开展三生空间划定。政策文件提出三生空间是实现国土空间管制、优化国土空间格局的重要抓手,但如何真正将政策理论中生产、生活、生态空间划定付诸具体实践,仍有许多值得探讨的问题,如国土空间中存在功能交叉、重叠的模糊地带,国土空间的生产、生活功能高度耦合、难以区分。故本文将三生空间划分为单宜空间和复合空间,并基于适宜性评价对复合空间进一步详细分类,重点解决因空间功能复合导致空间边界界定不清的问题。通过三生空间科学划定,使城市发展、粮食安全、生态保护之间协调可持续发展,对不同功能区实施差别化的区域政策治理模式有重要指导作用,为国土空间规划实现信息化建设和精细化管理提供科学决策依据。研究结果表明:(1)采用分层分类思想构建三生空间分类体系,详细分类划定复合功能空间有利于实事求是地区分不同空间的功能内涵,从而实现有效的空间管理。(2)根据划定结果统计,在单宜空间内,生态空间面积为10973.32km2,生产空间面积为73345.04km2,生活空间面积为2845.30km2。在复合空间内,生态功能为主导功能区域占河南省总面积的26.34%,生态生产空间的面积为36286.84km2,生态生活空间的面积为7428.53km2;生产功能为主导功能区域占11.86%,生产生活空间的面积为11220.14m2,生产生态空间的面积为8459.28km2;生活功能为主导功能区域占8.48%,生活生产空间的面积为9766.80km2,生活生态空间的面积为4305.26km2;生态功能、生产功能及生活功能均适宜的生态生产生活空间面积为1340.06km2,仅占河南省总面积的0.81%。(3)根据理论基础和现实要求,运用定性和定量结合方法,揭示三生空间划定具有较大应用潜力,对今后实现空间分类管控具有重要的支撑作用。

【Abstract】 In the process of rapid urbanization,China’s resource constraints have continued to intensify and the pressure on the ecological environment has increased,and the territorial development and protection are facing severe challenges.With the continuous expansion of urban and rural construction land,the space for agriculture and ecological land is being squeezed,the contradiction between construction development,agricultural production and ecological protection become more prominent.The uncoordinated tension attaches great concern from the public over food security and ecological security.The policies of space development are faced with a difficult choice,and the pattern of land space development needs to be optimized.In view of this,the government proposes to scientifically delimit ecological-production-living space in order to optimize the spatial structure and establish a harmonious relationship between protection and development through the definition of the boundaries of the ecological-production-living space.In order to scientifically optimize the pattern of land use and development,it is necessary to determine the rational proportion of the ecological-production-living space,which is the important means of spatial planning and modernization governance.On the premise of guaranteeing the safety of ecological pattern and meeting the needs of development,delimitation of the ecological-production-living space provides a theoretical foundation and technical support for making different land space management policies,which has great influence on realizing the new urbanization strategy and promoting the construction of ecological civilization.Henan,as a big province in agriculture development,is one of pilot provinces of spatial planning,so it’s significant to take Henan province as a typical case to delimit the ecological-production-living space in this paper.Ecological-production-living space is the important means of realizing space control and optimizing the spatial pattern which is mentioned in the policy document.However,there are still many issues that need to be explored,such as how to truly put the delimitation of the ecological-production-living space into concrete practice.And agricultural production and life functions are highly coupled and indistinguishable.Therefore,this paper takes the complexity of spatial functions into consideration,which means the existence of cross-functional and fuzzy areas in the land space.In view of this phenomenon,this paper divides the ecological-production-living space into single-space and complex-space,and then further classifies the complex elastic space based on land suitability assessment to solve the problem of undefined boundary of space due to the spatial functional compounding.Delimiting the ecological-production-living space makes the coordinated and sustainable development of urban development,food security,and ecological protection.And it is conducive to the implementation of different land space management policies for different functional space and the informatization and refinement management of land space.The research results show that:(1)The hierarchical classification method is used to determine the classification system of ecological-production-living space,and the detailed classification and delimitation of complex space is conducive to distinguishing the functional connotations of different spaces and then implementing effective spatial management.(2)According to the results of the delimitation,the ecological protection space area is 10973.32 k12,the production space area is 73345.04 km2,and the living space area is 2845.30 km2.In the complex space,the area of space which is regarded ecological protection function as the dominant function accounts for 26.34%of the total area of Henan Province,the area of ecological-production space is 36286.84km2,the area of ecological-living space is 7428.53 km2.The area of space which is regarded agricultural production function as the dominant function accounts for 11.86%.The area of production-living space is 11220.l4km2,the area of production ecological space is 8459.28km2.The area of space which is regarded construction development function as the dominant function occupies 8.48%,the area of living-production space is 9766.80km2,the area of living-ecological space is 4305.26km2.The area of the space which is suitable for all of the three function is 1340.06km2,accounting for only 0.81%of the total area of Henan Province.(3)According to the theoretical basis and practical requirements,this paper uses combination of qualitative and quantitative research methods to delimit ecological-production-living space,which shows the delimitation has great potential for application and plays an important role in the future spatial planning and management.
