【摘要】 当前,以人为本、共享发展日益成为我国公共政策的主流价值导向。在城市管理领域,这一价值导向具有重要的政策指导意义。作为城市管理的基本单元,老旧小区的管理问题既影响城市经济社会发展,又直接关系到人民群众的民生福祉和政策获得感。随着人口老龄化时代的加速到来,老年人成为老旧小区居民的主要群体,老旧小区适老功能的短板日益突出。同时随着单位制的逐渐瓦解,老旧小区以往的管理体系已不适应现实需要,管理主体、管理模式和管理机制都亟待重新整合构建。纵观近十年各地政府对于老旧小区整治和管理实践,并与国外先进城市相比较,目前在老旧小区管理方面的政策理念与当前主流的公共政策价值导向存在着错位。本文以南京市老旧小区整治工作为个案,通过对老旧小区管理的背景分析,提出老旧小区管理的合理性、现实困境以及人口老龄化带来的新挑战。通过对老旧小区管理公共政策理念的价值分析,明确公共政策价值导向,并从建设方向、政策重心、小区.治理等维度提出“以人为本”的老旧小区管理公共政策新理念。本文借助多源流分析模型,探索老旧小区管理理念转变“政策之窗”的开启时机,进而从政策源流的角度提出具体政策方案。更多还原

【Abstract】 At present,people-oriented and sharable development has become mainstream value orientation of China’s public policies.In terms of urban management,such a value orientation has important policy guidance significance.As a basic unit of urban management,the management of old communities not only influences economic social development,but also directly concerns livelihood and policy benefiting sense.With the advent of the era of population aging,the elderly become major group living in old communities,while the short board of old communities that community functions are unsuitable for the elderly becomes increasingly prominent.Meanwhile,with the gradual disorganization of unit system,previous management system of old communities is no longer suitable for present reality.Hence,management subjects,management modes and management mechanisms should be reorganized.Throughout governmental renovation and management practice of old communities in recent ten years,the policy ideas of old community management mismatches with value orientation of current mainstream public policy compared to foreign developed cities.In this thesis,renovation of old communities in Nanjing City is chosen as a research object.Through a background analysis of old housing community management,rationality and practical plight of old community management and new challenges brought aging population are expounded.Then based on value analysis of public policy ideas of old community management,value orientation of public policy is clarified.Lastly,people-oriented new ideas of public policy on old community management are put forward from the aspects of construction,policy focus and community governance.By virtue of multi-source flow analysis model,the opening opportunity ""policy window" for changing management ideas of old communities is explored,and specific policy suggestions are put forward from the perspective of’ policy origin.更多还原
