电子政务系统数据元提取与形式化关键技术研究

【摘要】 由于各级政府、各部门之间没有统一的数据元标准来指导和规范电子政务系统建设,使得电子政务系统无法有效地进行信息处理、资源共享和数据交换。在系统地分析电子政务系统现状的基础上,针对电子政务系统中数据名称不规范、数据类型及数据格式不统一和值域代码表结构混乱等问题,通过数据元的提取和形式化的方法,建设电子政务系统数据元标准体系,并以此规范系统中数据,从而实现电子政务系统的互联互通。具体展开的工作如下:(1)分析了电子政务系统数据结构。从表单数据和业务流程数据两个角度出发,深入探究了电子政务系统数据的网状结构,进而构建电子政务系统数据的网状模型。(2)提出了基于网状模型的数据元交叉提取方法。该方法从数据网状模型出发,通过基于表单数据的数据元广度优先提取算法以及基于业务流程数据的数据元深度优先提取算法相结合的方式,实现了全而不重的提取电子政务系统中的数据元,并通过电子政务系统相关数据的实例,论证了该方法的可行性。(3)提出了基于语义维度的数据元形式化方法。通过强制性原则规范了数据元的名称。实现了电子政务系统中的数据元最大限度地符合国家标准。(4)提出了基于信息拓展的数据元形式化方法。通过线性回归分析的方法预测数据元的值域范围,科学合理地规范数据元的数据格式,使其兼顾扩展性和存储性的双重要求。(5)提出了基于信息存储的数据元形式化方法。运用图论的相关知识,通过有向图优化的方法,实现了数据元值域信息的分布式存储,降低了系统的冗余度,提高了信息的共享率。通过运用基于网状模型的数据元交叉提取方法、基于语义维度、基于信息拓展、基于信息存储的数据元形式化方法,结合标准编制的相关理论,构建电子政务系统数据元标准体系。不仅为电子政务系统标准化建设的提供了方向,提高了系统的规范性、交互性、存储性和扩展性,还作为信息系统标准建设的标杆,在解决类似问题的时候提供参考。

【Abstract】 As all levels of government and departments do not have a unified data elements standard to guide and regulate the construction of e-government system,it is inefficiently when e-government system carry out information processing,resource sharing,data exchange.On the basis of systematic analysis of the present situation of e-government system,this paper aims at the existing problems in e-government system,which is the irregular of the name,type and format of data elements and the confusion structure of data elements’value information tables and so on.It constructed the data elements standard for e-government system through the extraction and formalization of data elements,standardized the data in the system e-government system and achieved interoperability.The specific work is as follows:(1)Analyzed the data structure of e-government system.From the perspective of form data and business process data,this paper explored the network structure of e-government data in-depth,and then built a mesh model of e-government system data.(2)Proposed a mesh-based data elements cross-extraction method.Based on the data mesh model,this method combines the data elements breadth-first extraction algorithm based on form data and the data elements depth-first extraction algorithm based on business process data to realize the data elements extraction of e-government system.The feasibility of this method is demonstrated by the example of data related to e-government system.(3)Proposed a data elements formalization method based on semantic dimension.Through this method,the name of the data elements is regulated by the principle of compulsion.This method helps to realize the data elements in e-government system to maximize compliance with national standards.(4)Proposed a data elements formalization method based on information expansion.By the method of linear regression analysis,the range of range of data elements is predicted,and the data format of data elements is determined scientifically and rationally to make it meet the dual requirements of scalability and storage.(5)Proposed a data elements formalization method based on information storage.By using the related knowledge of graph theory,this method uses a directed graph optimization method to realize the distributed storage of the value information tables of data elements.This method reduces the redundancy of the system and improve the sharing rate of information.Using the data elements formalization method based on the semantic dimension,the data elements formalization method based on the information expansion and the data elements formalization method based on the information storage,combined with the relevant theories of standard compilation.The e-government system data elements standard system was constructed.It not only provides the direction for the standardization of e-government system,and improves the normative,interactive,storage and scalability of e-government system.But also serves as a benchmark for the construction of standards for other information systems and provides reference for solving similar problems.
