【摘要】 我国已经是一个人口老龄化的国家,且人口数量多、基数大的特点使得我国老龄化的发展速度在进一步加快、加深。构建以居家养老为基础、社区服务为依托、机构养老为补充的社会养老服务体系,突出了居家养老服务的巨大作用。居家养老服务在养老服务过程中以其自身的优势成为我国老年人养老服务的有效举措,但以政府公共部门为供给主体的传统服务单一的供给模式存在一定的缺陷。PPP模式作为新兴的公共产品供给模式,引入到居家养老服务供给中,打破了传统的供给模式,能够在公共部门和私人部门的合作中转变供给主体、供给内容、供给方式,提高了居家养老服务的效率、质量和服务水平,缓解了我国养老服务的巨大压力。本文选取了福建省三个不同的PPP模式居家养老服务供给样本,通过文献研究、田野调查、深度访谈、比较分析和系统分析等研究方法,深入了解PPP模式在福建省社区居家养老服务供给的具体体现,三家社会服务机构通过与政府公共部门合作的供给模式,发挥了 PPP模式居家养老服务供给的优势,福建省的社区居家养老服务供给取得一定的发展成果。但由于PPP模式在养老服务供给领域还不够成熟,还存在一些问题,因此,本文也针对现存的问题,为PPP模式的居家养老服务供给的进一步发展提供可行性建议。更多还原

【Abstract】 China is a country with an aging population,and the pace of development of aging is further accelerating and deepening.Construct of the old-age service based on the home care,community services as the basis,the institution-care to supplement the social pension service system,highlighting the great role of home care services.The old-age service of the elderly has become an effective measure for the old-age service of the elderly in our country,but the traditional mode of supply of the traditional service of the government’s public sector has some shortcomings.Public--Private--Partnerships as a new model of public goods supply,introduced into the supply of home care services,breaking the traditional supply model,in the public sector and private sector cooperation change in the supply of the main masters,supply content,supply ways,improve the home care services.The efficiency,quality and high service level,ease the great pressure on our pension services.This paper chooses three different Public--Private--Partnerships home care service supply samples in Fujian province.Through the research methods such as literature research,field investigation,depth interview,comparative analysis and systematic analysis,we can understand the specific situation of Public--Private--Partnerships in the supply of old-age care service in Fujian province.This paper shows that the three social service agencies have played the advantages of the supply of the old-age service of the Public--Private--Partnerships through the supply mode of cooperation with the government’s public sector.The supply of the old-age care service in Fujian Province has achieved certain development results.However,due to the fact that the Public--Private--Partnerships is not mature enough in the field of old-age service supply,there are still some problems.Therefore,this paper also provides feasible suggestions for the further development of the PPP-based home care service.更多还原
