【摘要】 我国自改革开放以来,社会主义市场经济迅猛发展,社会结构不断调整,新经济组织和新社会组织(以下简称“两新”组织)也同样得到迅速发展,现已壮大为经济社会生活的一支骨干力量,在方便群众生活、促进人民就业、调整政府职能、改变经济结构、进而实现伟大的“中国梦”等方面发挥了不可取代的作用。伴随着“两新”组织的壮大,“两新”组织党建工作也得到扩展和深化,成为了我党基层组织建设中的重要领域,我们要根据制度环境和社会环境的变化,不断加大“两新”组织党建工作的力度和广度。“两新”组织在经济产值和发展速度上都取得了令人瞩目的突破性进展,但与此相反,“两新”组织的党建工作的覆盖面积和深入程度,与“两新”组织发展规模和建设程度都不可同日而语。因此,加强“两新”党组织自身和党员队伍的建设,研究“两新”组织党建工作面临的紧要问题,成为新形势下党建工作研究的重要课题之一。尤其是齐齐哈尔市这样的三线城市,从“两新”组织党建工作的整体成效可以看出“两新”党组织的建设滞后于“两新”组织的自身发展,“两新”组织工作体系尚未建立,工作方法较为单一,工作成效不甚明显。由于“两新”组织与一般的社会组织不一样,它具有高度市场化和非公有制经济等特征,组织利益复杂化,人员类别多样化,因此“两新”组织的党建工作模式也不能照搬传统的工作模式。本文基于“两新”组织党建问题相关的实践研究成果,通过深入的调查研究,结合齐齐哈尔市“两新”组织党建工作的现有情况,阐述齐齐哈尔市“两新”组织党建工作的发展轨迹,分析齐齐哈尔市“两新”组织党建工作存在的突出问题及产生原因,重点研究分析怎样通过建立一整套的工作体系去加强和改进齐齐哈尔市“两新”组织党建工作,并对体系的保障措施进行了完整了论述,这些内容组织在一起,构成了本文。更多还原

【Abstract】 Since the reform and opening up,the socialist market economy has developed rapidly,the social structure has been adjusted constantly,new economic organizations and new social organizations(hereinafter referred to as " two new" organizations)have also been developed rapidly,and have become a backbone of economic and social life,playing an irreplaceable role in facilitating people’s daily life,promoting people’s employment,adjusting government functions,changing the economic structure,and realizing the great " Chinese dream ".Along with the growth of " two new" organizations,the party construction work of " two new" organizations has also been expanded and deepened.for the important field of our party’s basic-level organization construction,we should constantly strengthen the strength and scope of the party construction of " two new" organizations according to the changes of the system environment and social environment." Two new" organizations have made remarkable progress in economic output and development speed,but in contrast,the coverage area and depth of the party construction of " two new" organizations,and the development scale and the degree of construction of " two new" organizations are different.Therefore,to strengthen the construction of the " two new" party organizations and the party members,to study the urgent problems faced by the party construction of " two new" organizations,has become one of the important issues in the research of party construction under the new situation.Especially in Qiqihar city,the overall effect of party building in " two new" organizations can be seen that the construction of " two new" party organizations is lagging behind the development of " two new" organizations,the " two new" organization system has not been established,the working methods are relatively single,and the effectiveness is not obvious.As the " two new" organizations are different from the general social organizations,it has the characteristics of highly marketization and non-public economy,and the organization of interests is complicated and the categories of personnel are diversified.therefore,the party construction mode of " two new" organizations can not copy the traditional mode of work.Based on the practical research results of the party construction of " two new" organizations in Qiqihar city,this paper expounds the development of the party construction in Qiqihar city,analyzes the outstanding problems and causes,focuses on how to establish a set of work system to strengthen and improve the party construction in Qiqihar city,and discusses the guarantee measures of the system.更多还原
