【摘要】 随着全球经济贸易日趋一体化以及交通运输的极大便捷化,国际间贸易和人员往来更加频繁。能够携带病原体并传播人类疾病的病媒生物分布亦趋于全球性,核生化等恐怖活动手段更加多样化和反恐怖形势的日趋严峻,使得各种公共卫生风险发生的概率明显提高,给口岸公共卫生安全带来前所未有的挑战。国境口岸作为人员、货物和交通工具等入出境的重要关口,港口及其相关区域成为防控国际重大传染病和公共卫生风险传播的门户和前哨。针对人类健康生存发展,健全国境口岸公共卫生体系,2016年国家出台的《“健康中国2030”规划纲要》提出了持续巩固和提升口岸核心能力,创建国际卫生港口的要求。本文以国内外对国际卫生海港的政策解读为出发点,以黄岛港目前公共卫生建设为基础,通过文献研究、调查研究、归纳分析法等手段,运用理论与实践相结合的研究方法,从国际卫生海港的起因出发,整理了国内外典型的国际卫生海港创建经验和口岸公共卫生建设的先进做法,透彻分析了黄岛港的公共卫生建设现状,总结出黄岛港在公共卫生建设方面存在的问题,并对建设中存在的问题进行了原因分析,设计出黄岛口岸创建国际卫生海港的创建方案,并提出相应对策及做法。通过本文的研究,可以有针对性的加强黄岛口岸公共卫生管理水平,找出港口公共卫生建设方面存在的问题和原因,明确责任归属,提升口岸的公共卫生软件方面的建设和突发公共卫生事件的应急处置水平,同时为黄岛港创建国际卫生海港时提供参考意见,为青岛的经济发展尽自己的微薄之力。更多还原

【Abstract】 With the integration of the world economy and more convenient transportation,international trades and personnel exchanges become more frequent.Frontier ports face an unprecedented challenge to ensure public health security by serious forces,such as worldwide distribution of vectors which can carry pathogens and spread human disease,multiple forms of nuclear terrorism,high tensional anti-terrorism situation,increasing rate probability of public health events.Frontier ports are not only important barrier of entry and exit for goods and transport,but also play a important role to preventing and controlling the spread of infectious diseases and public health risk into our country.According to the Health China 2030 by China in 2016,frontier ports need to strengthen core capability of disease surveillance and response systems and establish international sanitary ports.Based on policy interpretation,literature research and referring on domestic and international typical health ports’ experience,this study summarized the problems existed in current construction of public health in Huangdao Port,analyzed the reason,and proposed the possible countermeasure and corresponding practice.Our study finds out the problems existed in current construction of public health in Huangdao port,enhances the ability of emergency response for public health events in port and strengthens public health management level.These result provide some references for the establishment of the international sanitary port in Huangdao and contribute to the economic development in Qingdao.更多还原
