连云港市公安局公安微信建设的现状、问题及对策研究

【摘要】 2011年1月,腾讯公司推出微信,仅433天,其用户数量突破一亿,截至2016年第二季度,微信已覆盖了国内94%以上的智能手机,月活跃用户达到8.06亿。鉴于微信爆发式增长的用户数量和强大的社交功能,微信公众平台于2012年8月一经推出就受到了政府、企业、媒体以及个人的热烈追捧。公安机关作为政府的重要职能部门,承担着打击犯罪,维护社会长治久安的重要职责,这就要求公安机关必须紧随时代步伐,借微信蓬勃发展之机,进一步转变工作理念、革新工作方法、创新工作机制,以谋求公安工作的新发展、新突破。2012年9月6日,微信公众号“平安肇庆”开通,成为全国第一个经过认证的公安微信。此后,公安微信如雨后春笋,迅速在全国各地生根发芽,呈现出量大面广、发展迅猛的态势,并一跃成为政务微信的主力军。本文以公安微信为研究对象,以江苏公安微信建设框架下的连云港市公安局公安微信为研究样本,并对优秀公安微信“广州公安”、“玄武公安”进行调研分析,运用文献研究法、比较研究法和案例分析法,理论与实证相结合,重点围绕“连云港市公安微信建设的现状、存在问题和原因分析”以及“完善公安微信建设的对策和建议”等几个议题展开讨论。研究发现,连云港市公安局公安微信的建设存在互动效果差、联动机制缺乏、布局不合理等问题,并在此基础上提出了公安微信建设的对策和建议,例如创新整合以全方位助推公安微信建设、挖掘潜能以提升警务服务实战技能、科学规划以构建整体布局等。希望本文的研究可以为公安微信乃至政务微信的建设和发展提供一定的参考。更多还原

【Abstract】 In January 2011,Tencent Inc launched WeChat and the number of its users exceeded one hundred million only within 433 days.Till the second quarter of 2016,WeChat had covered more than 94%of the smart phone in China and monthly active users reached 806 million.In view of WeChat’s explosive growth in the number of its users and powerful social functions,the introduction of WeChat public platform in August 2012 won great attention from the government,enterprises,the media and individuals.As important parts of the government,the public security organizations undertake the important responsibility of combating crime and maintaining social stability.Hence,the public security organizations must keep pace with the times.Making full use of thriving development of WeChat,the public security organizations further change the work idea and innovate working methods in order to make new development for public security work.On September 6,2012,"Safe Zhaoqing" was launched,becoming the country’s first certified public security WeChat.Since then,the public security WeChat has quickly developed in various parts of the country.With the public security WeChat as the research object and Public Security WeChat of Lianyungang Municipal Public Security Bureau under the framework construction in Jiangsu as the research sample,this paper conducts research and analysis of the excellent public security WeChat "Guangzhou Public Security" and"Xuanwu Public Security",by the method of literature research,comparative study and case analysis,theory and demonstration,in order to mainly discuss several topics through theoretical and empirical methods including "the construction status,problems and reason analysis of the Lianyungang municipal public security WeChat",and "countermeasures and suggestions".Research shows that the construction of Lianyungang municipal public security WeChat has some problems,such as unsatisfying interaction effect,unreasonable layout,and put forward some strategies and advice on the construction of public security WeChat on this basis,such as innovation and integration to help Push public security WeChat construction,scientific planning to build the overall layout.It is hoped that the research of this paper can provide certain reference for the construction and development of public security WeChat and even government affairs.更多还原
