【摘要】 当前,信息产业及信息技术快速发展,信息化已经成为当今世界发展的主流趋势。为适应和引领信息化发展新常态,中央、省、市各级均针对中国共产党党建信息化建设进行了有力探索和实践。适应基层党建工作需要的有效信息化管理手段,对于强化中国共产党的执政地位,充分发挥党组织的战斗堡垒作用和党员的先锋模范作用,保持党员队伍的先进性和纯洁性,具有十分重要的现实意义和研究价值。本文对国外政府信息化建设情况进行了详细介绍,对国内党建信息化建设情况进行了较为深入的研究,在充分了解国内外信息化管理发展现状的前提下,对淄博高新区党建信息化管理的具体措施进行了分析梳理。运用文献研究、比较研究、个案研究、图表研究等方法,对淄博高新区党建信息化管理的效果及存在问题进行详细分析,充分反映出区域内党建信息化管理的优缺点,具体提出方式单一、无法共享信息数据、创新举措不多等问题。针对存在问题,借鉴国内外先进经验,提出了淄博高新区改进党建信息化管理工作的对策;并从体制机制高度,提出了加强顶层设计、信息共享、试点推广等合理化意见。更多还原

【Abstract】 At present,information industry and information technology have seen a rapid development,and informatization has become the main trend of the current world development.In order to adapt to and lead informationization in New Normal,the central,provincial,and municipal CPC committees have carried out exploration and practice on inner-Party information construction.Effective information management,adapting to the primary Party organizations’ construction,is significant and valuable to strengthen the Party’s ruling position,give full play to Party organizations militant bastions and Party members’ vanguard and exemplary roles,and maintain the Party’s advanced nature and purity.This dissertation,firstly,introduces the foreign governments’ information construction,and presents researches on domestic inner-Party information construction.On the premise of well understand of the status of foreign and domestic information managements,the dissertation analyzes and hackles the concrete measures of Zibo Hi-tech zone’s inner-party information management.This dissertation,secondly,applies approaches of literature research,comparative research,case study and chart research to present the effects and existing problems of Zibo hi-tech zone’s inner-Party information construction,fully reflects the advantages and disadvantages of the regional inner-Party information construction and proposes problems of simplistic management,date share failure and few innovative measures,etc.For these problems,using advanced experiences at home and abroad for references,this dissertation,thirdly,makes countermeasures to improve Zibo Hi-tech zone’s inner-Party information management and,from the institutional level,proposes rational suggestions in terms of strengthening top-level design,information sharing,pilot promotion,etc..更多还原
