【摘要】 随着改革开放的不断深入,新型城镇化发展越来越成为人们关注的话题,并受到各级政府和学者的重视,特别是我国进入经济新常态后,新型城镇化的发展问题更显突出。现阶段我国新型城镇化发展中面临着许多问题,这些问题在一定程度上阻碍了新型城镇化的发展,因此要克服这些问题必须要重视新型城镇化的发展路径与推动力量。山东省是一个经济人口大省,经济发展水平处于全国的前三位置,但新型城镇化水平长期落后于全国平均水平,也不及其他的东部沿海省份,处于较低的水平。经济新常态既是一个挑战期,也是一个机遇期,找到推进山东省新型城镇化发展动力,则成为发展新型城镇化的关键点。本文在总结文献的过程当中发现,对经济新常态下山东省新型城镇化的动力机制的研究较少,因此,本文试图通过探索山东省新型城镇化的动力机制,分析影响山东省新型城镇化发展的动力因素,提出可行性建议对策,以此来促进山东省新型城镇化有好又快地发展。本文运用区位理论、城乡两部门迁移理论、协调发展理论等,借鉴欧向军等学者的四分法,采用定性与定量、理论与实证相结合的方法,从内源动力、外向动力、市场动力和政府动力四个方面,对经济新常态下山东省新型城镇化动力机制进行研究。首先,本文对山东省新型城镇化发展现状进行了概述,提出了城镇化发展中存在的突出问题。其次,对山东省城镇化动力机制进行定性分析,回顾了山东省城镇化动力机制的演变历史,将城镇化动力机制的演变过程分为:计划经济背景下的动力机制、经济转型时期的动力机制以及经济新常态背景下的动力机制三个阶段,阐释了山东省新型城镇化内源动力的支撑机制、外向动力的拉动机制、市场动力的资源配置机制以及政府动力的调控机制。再次,对山东省新型城镇化动力机制进行实证分析,构建了城镇化动力机制的面板数据计量模型,运用层次分析法将内源动力、外向动力、市场动力以及政府动力合成四种动力的综合指标,建立评价新型城镇化的指标体系并运用熵值法计算出新型城镇化综合指标,以此作为解释变量,运用2008年至2015年山东省17地市的数据进行面板数据回归,并对回归结果进行分析。最后,针对山东省新型城镇化动力机制存在的缺陷,结合山东省的实际情况,提出相应的政策建议和对策。本论文主要分为六章。第一章,绪论。主要介绍本文的研究背景、意义、国内外文献研究综述以及本文的不足和创新点;第二章,基本理论分析。主要阐释城乡两部门迁移理论、区位理论、非均衡发展理论以及协调发展理论;第三章,现状分析。主要介绍山东省新型城镇化发展的现状,从现状中发现城镇化发展中存在的问题;第四章,山东省新型城镇化动力机制定性分析。介绍山东省城镇化发展各个阶段的动力机制,从内源、外向、市场和政府动力四个方面分析了经济新常态下新型城镇化动力机制的运行状况;第五章,新型城镇化动力机制实证分析。运用计量经济学软件建立面板数据回归模型,得出内源、外向、市场和政府四种动力对城镇化发展的影响程度;第六章,研究结论与政策建议。针对现状分析和实证结果提出在经济新常态背景下山东省新型城镇化发展的对策建议。基于以上研究得出以下结论:(1)山东省新型城镇化综合水平发展较慢,低于人口城镇化发展速率。(2)省内城镇化地区间差异较大。(3)面板数据回归结果显示,山东省城镇化发展的动力依次为政府动力、市场动力、外向动力和内源动力。且政府动力最大,表明山东省新型城镇化的发展目前依然主要依靠政府的推动,市场动力对城镇化起到一定的推动作用,排在第三位的是外向动力,内源动力发展最低,表明山东省在基础设施建设、资源环境、产业结构合理性等方面存在缺陷,不利于城镇化的发展。根据山东省实际发展情况,本文提出的主要对策建议是:(1)山东省在今后的发展过程当中应当优先发展大中型城市,提升区域中心城市对周边城市的辐射带动作用;(2)继续深化经济体制改革,优化产业结构,支持小城镇发展,通过小城镇工业园区建设促进就地城镇化发展;(3)更大地提升内源动力,政府主要在社会保障以及制度建设方面发挥辅助作用,实现政府动力与市场动力协调发展,共同推动山东省新型城镇化发展。更多还原

【Abstract】 With the deepening of the current reform and opening up,the development of new urbanization has become more and more concerned with the problems that have been paid attention to by many politicians and scholars,especially when China has entered the new era of economy,and the construction of new urbanization is more prominent The At present,China’s new urbanization is faced with many problems,such as the gap between urban and rural areas,the low level of development of agricultural modernization,the difficulty of urban migrant workers into urban life,etc.,to some extent hindered the development of new urbanization,so To overcome these problems must pay attention to the new urbanization development path and promote the power.The new urbanization level in Shandong Province has long been lagging behind the national average,nor is it at the lower level of the other eastern coastal provinces.The new economic normal is not only a challenge period,but also an opportunity period,to find the driving force to promote the development of new urbanization in Shandong Province has become the key to the development of new urbanization.This paper attempts to explore the dynamic mechanism of the new urbanization in Shandong Province by analyzing the dynamic mechanism of the new urbanization in Shandong Province in the process of summarizing the literature.Therefore,this paper attempts to explore the dynamic mechanism of the new urbanization in Shandong Province,Dynamic factors,put forward the feasibility of countermeasures,in order to of coordinated development,and so on,we draw on the method of qualitative and quantitative,theoretical and empirical methods,from endogenous,outward,Government power four aspects of the new economic situation in Shandong Province under the new urbanization dynamic mechanism of the study.First of all,this paper summarizes the development of new urbanization in Shandong Province,and puts forward the outstanding problems in the development of urbanization.Secondly,the qualitative analysis of the dynamic mechanism of urbanization in Shandong Province is reviewed.The evolution of the dynamic mechanism of urbanization in Shandong Province is reviewed.The evolution mechanism of urbanization dynamic mechanism is divided into the dynamic mechanism under the planned economy background,the dynamic mechanism of economic transition period and The dynamic mechanism of the new urbanization in Shandong Province is expounded in three stages:the driving mechanism of the new urbanization in Shandong Province,the pulling mechanism of the outward power,the resource allocation mechanism of the market power and the control mechanism of the government power.Thirdly,the paper analyzes the dynamic mechanism of the new urbanization in Shandong Province,constructs the panel data measurement model of the urbanization dynamic mechanism,and uses the analytic hierarchy process to analyze the four indicators of the internal dynamics,the outward driving force,the market power and the government power synthesis,The proportion of non-agricultural income in the income of farmers as an explanatory variable to express the new urbanization rate,the use of 2008 to 2015,Shandong Province,17 city data for panel data regression,and regression analysis.Finally,according to the flaws of the dynamic mechanism of the new urbanization in Shandong Province,the corresponding policy suggestions and countermeasures are put forward according to the actual situation of Shandong Province.This paper is divided into six chapters.Chapter One Introduction.This paper mainly introduces the research background,significance,domestic and foreign literature review and the deficiency and innovation of this paper.The second chapter is the basic theory analysis.This paper mainly explains the migration theory of urban and rural departments,the theory of location,the theory of unbalanced development and the theory of coordinated development.The third chapter analyzes the present situation.This paper mainly introduces the current situation of the development of new urbanization in Shandong Province,and finds out the existing problems in the development of urbanization from the present situation.The fourth chapter analyzes the dynamic mechanism of the new urbanization in Shandong Province.This paper introduces the dynamic mechanism of the urbanization development in Shandong province,analyzes the operation status of the new urbanization dynamic mechanism from the four aspects of endogenous,outward,market and government power.The fifth chapter is the empirical study on the dynamic mechanism of the new urbanization analysis.We use the econometric software to establish the regression model of panel data,and draw the influence of endogenous,outward,market and government on the development of urbanization.Chapter 6:Research conclusion and policy suggestion.This paper puts forward the countermeasures and suggestions for the development of new urbanization in Shandong province under the new economic background.Based on the above conclusions,the following conclusions are drawn:(1)The comprehensive development level of new urbanization in Shandong Province is slower than that of urbanization.(2)The difference between urbanization in the province is large.(3)The regression data of panel data show that the driving force of urbanization development in Shandong Province is government power,market power,extroversion and endogenous power.And the government’s most dynamic,indicating that the development of new urbanization in Shandong Province is still mainly rely on the government to promote the market power to play a certain role in promoting urbanization,ranked third in the external power,the development of endogenous power,indicating Shandong Province in the infrastructure construction,resource environment,industrial structure and other aspects of the rationality of defects,is not conducive to the development of urbanization.According to the actual development of Shandong Province,the main countermeasures and suggestions put forward in this paper are as follows:(1)Shandong Province should give priority to the development of large and medium-sized cities in the future development process,and enhance the radiation effect of regional central cities to neighboring cities;Economic system reform,optimize the industrial structure,support the development of small towns,through the construction of small towns industrial park to promote local urbanization development;(3)to further enhance the endogenous power,the government mainly in social security and system construction play a supporting role,Government power and market power coordinated development,and jointly promote the development of new urbanization in Shandong Province.更多还原
