【摘要】 农村集体“三资”监管作为农村基层党风廉政建设的重头戏,党和政府给予了极大的重视,在各种大型会议和决议中都明确提出要规范农村集体“三资”监管。莆田市的农村集体“三资”监管工作,以2008年一场声势浩大的“访民察廉百村行”正式拉开了序幕。自此,莆田市农村集体“三资”监管工作通过采取一系列措施,逐步形成莆田市农村集体“三资”监管程序规范化、管理民主化、制度完善化的工作格局。然而,随着农村集体经济的不断发展,农村集体“三资”监管工作仍存在一些问题亟待解决。本文通过莆田市有关农村集体经济指标的纵向对比,分析莆田市农村集体“三资”监管现状、剖析存在问题和原因。并以荔城区拱辰街道为案例,通过研究分析,提出解决存在问题的对策与建议。因此,本文的研究既具有有利于提高莆田市农村集体资产营运效益,壮大集体经济,夯实新农村建设经济基础的理论意义;又具有避免或者防止集体资产流失,尽可能地确保农村集体资产的增值保值,使集体经济收入和经济实力得到增强,农民的合法权益得到保障的实践意义。本文研究共分七个部分:第一部分为绪论,对本文研究的基本背景、目的和意义、方法、现状等进行阐述说明,引入主题,理顺全文脉络;第二部分是农村集体“三资”监管的概述,对农村集体“三资”的概念、“三资”监管工作的原则和目标等基本理论及新农村建设对农村集体“三资”监管的新要求加以介绍,奠定本文研究的理论基础;第三部分为莆田市农村集“三资”监管的现状,简要介绍莆田市的基本情况,通过农村集体“三资”历年有关指标的对比分析莆田市农村集体“三资”发展概况,并介绍莆田市农村集体“三资”监管工作的各项举措和取得成效;第四部分为莆田市农村集体“三资”监管中存在的问题及原因分析,结合实际工作查找莆田市农村集体“三资”监管中存在的问题,并剖析存在这些问题的原因,为提出对策建议捋顺思路;第五部分为荔城区拱辰街道“三资”监管案例分析,以荔城区拱辰街道为案例,分析截止到2016年底的各村(居)的“三资”状况,介绍拱辰街道“三资”监管的典型经验做法,并从中得到启发,为提出对策建议和最后的结论提供思路;第六部分为对策与建议,综合以上的各项分析,结合莆田市农村集体“三资”监管工作实际,提出对策建议;第七部分为做出最后的结论。更多还原

【Abstract】 Since the supervision of "three-capital" of Rural Collective is the major part of the construction of Rural Basic Party’s Work Style and Clean Government,it has attached huge importance of the party and government by demonstrating clearly in sorts of conferences and resolutions.Begin with an activity named" Observation of Honest Government throughout Villagers in Rural" in 2008,the supervision of"three-capital" in Putian has started officially.The supervision of "three-capital" then has been regulated,democratized and become matured by conducting series of managements.Therefore,there are sorts of issues on the supervision,which still need to be solved urgently as the economic of Rural Collectives grows.This thesis is to state the status of the supervision work,examine the existing problem and the possible causes in the case study on Gongcheng Street in Licheng District,finally raise up the appropriate strategies and proposals.Meanwhile,to avoid and prevent losing the collective assets,to assure the preserved and increased value of collective assets,so that to strengthen the ability to gain profit,and protect the legitimate rights of villagers.This thesis consists of seven parts.The preface to introduce the argument,straighten the structure of thesis by the stating the background,target and meaning,method,status of the supervision of Rural Collective in Putian;The summary of the supervision of "three-capital" of Rural Collective,to lay out the theoretical foundation of the thesis,by introducing the "three-capital" of Rural Collective,the basic theoretical principles,the targets of“three-capital" of Rural Collective work,and the requirement of how to supervise the "three-capital" of Rural Collective work in "New Rural Reconstruction";The supervision status of the“three-capital" of Rural Collective in Putian by cross-checking related quotas,analyzing the strategies and sharing the achievements of the "three-capital" of Rural Collective in Putian;Analyze the causes of the existing issues in the supervision status of the "three endowment" of Rural Collective in Putian,then to propose the possible strategies and solutions to it;The case study of Gongcheng Street in Licheng District on the supervision status of the "three-capital",to support the argument points by listing supervision status of Gongcheng Street in Licheng District till late in 2016 and introducing the typical management on supervision of the "three-capital" in Gongcheng Street to propose the appropriate strategies;Countermeasures and Suggestions for the supervision status of the "three-capital" in Rural Collective;The conclusion.更多还原
