【摘要】 从改革开放特别是党的十八大以来,伴随着经济社会进步,物质生活水准不断提高,城乡人民对于充实精神文化的需求和要求也在不断提高,从而构建体现时代发展趋势、符合文化发展规律、具有中国特色的现代公共文化服务体系,已进入党和国家全局发展的战略之中,也已成为各级政府有关部门重点工作的核心。而公共文化设施作为现代公共文化服务体系的物质载体和重要基础,尤其是现有的存量公共文化设施,其在运行和管理方面所出现的问题显的尤为突出。随着我国在公共文化建设、管理、监督等方面的投入稳步增长,覆盖全国上下的公共文化服务设施网络基本构架建成,公共文化设施的建设、运行、管理呈现出整体推进、重点突破、全面提升的良好发展态势,但随之而来的各式各样管理难题也逐步凸显,如区域间城乡间发展不均衡、不能满足人民群众需求、运管标准化中缺乏我国特色、社会力量参与度不高、缺乏科技创新等问题。本文内容主要包括四大部分。第一章主要是基于国内外对存量公共文化设施及其资源整合的认识、感知,挖掘出存量公共文化设施服务的理论根基,简要解析包括公共文化、文化设施、公共文化设施、存量公共文化设施,还有资源整合在内的相关概念,站在理论角度理清政府机构对公共文化设施运行和管理,对比美国、法国、日本和我国政府的建管模式。第二章从建管公共文化设施的条件要求及标准规范、落实原则、必要性等方面对存量公共文化设施资源整合进行情况阐明,并综合分析我国存量公共文化设施资源整合的现状。第三章主要是找出政府在存量公共文化设施资源整合中存在的结构性问题及原因。第四章在之前篇章分析的基础上,结合公共管理理念,从政府行政管理的角度,以苏州市为例,探索存量公共文化设施资源整合的路径,为我国各级政府在公共文化设施建设、运行、管理中提供对策参考,引导人民群众更多的参与到公共文化事业中去,构建一个有活力的公共文化服务体系,促进我国社会主义文化大发展、大繁荣。更多还原

【Abstract】 Since the reform and opening-up,especially the 18 th National Congress of CPC,people’s requirements and demands for spiritual and cultural life are constantly improving with the continuous improving of the people’s material standard of living.It becomes a national global development strategy and the core for local governments to build a modern public cultural service system reflecting development trend,according with the law of culture development and having Chinese characteristics.As the material carrier and important basis of modern public cultural service system,the public cultural facilities,especially the existing stock of public cultural facilities,have some urgent problems in respect of the operation and management.With the steady growth of China’s public cultural construction investment,public cultural service facilities network in both urban and rural areas has established by and large.And the construction,operation and management of public cultural facilities show a good growth trend of overall advancement,key breakthrough and comprehensive promotion.But,various management problems are also prominent gradually,such as unbalanced regional development in urban and rural areas,not meeting the needs of the people,lack of Chinese characteristics in management standardization,insufficiency of social forces participation,and lack of scientific and technological innovation,etc.This thesis mainly includes four parts.The first chapter is mainly based on the cognition on the stock of public cultural facilities and the integration of resources,mining theoretical foundation of stock public cultural facilities.It gives a brief analysis of the related concepts of public culture,cultural facilities,public cultural facilities,stock of public cultural facilities and resources integration.The thesis also discusses the theoretical basis and significance of government operation and management of public cultural facilities.And more,it compares the construction and management modes among the United States,France,Japan and China.The second chapter studies resource integration of the stock public cultural facilities from the points of the requirements,standards,basic principles,necessities of public cultural facilities,analyzing comprehensively the current situation of the resources integration of stock public cultural facilities in China.The third chapter finds out the structural problems and reasons of the government management in the resources integration of the stock public cultural facilities.The fourth chapter,from the view of public management and public administration,takes Suzhou city as an example and studies the resources integration path of the stock public cultural facilities to provide decision-making references for our government in the construction,operation and management of public cultural facilities.This will improve the people’s participation passion in public culture,safeguard the people’s basic cultural rights and interests,meet the people’s growing spiritual and cultural needs,build a viable public cultural service system,and promote the development and prosperity of socialist culture in China.更多还原
