【摘要】 本文以盐城市五星工业园为个案,对快速城市化与新型城镇化双重背景下村办工业园转型升级问题进行研究,探讨新常态下村办工业园如何通过深化改革、机制体制创新来实现可持续发展。通过对五星工业园异地搬迁后发展现状进行分析,发现,与“十二五”期末入园高新技术企业达50家,年销售实现20亿元以及争创“国家级科技企业孵化器”“江苏省科技示范园区”的目标相比,新园区转型升级的成效并不显著,具体表现在园区经济总量偏小、工业规模化程度偏低、产业集群效益不明显、园区定位不准,高新技术产业少,人力资源优势不足等方面。产业园区规划不科学、配套设施不完善、园区管理和服务发展落后、政策扶持优势不明显、入园门槛高、招商政策吸引力不强是导致村办工业园转型升级效果较差的主要原因,根据产业集群理论、政府工具理论、政府关系理论,借鉴苏州工业园区的建设经验,从政府视角出发,笔者认为,可通过科学规划功能分区、提高招商引资成果、强化园区管理与服务等途径来引导村办工业园正确转型升级、跨越赶超以及引导园区企业加快集聚,以促进其健康、持续、稳定的发展。更多还原

【Abstract】 Under the dual background of rapid urbanization and new urbanization,this paper takes five-star Industrial Park of Yancheng City as a case to do some research on transformation and upgrading problems of Village industrial park and discusses how to deepen reform,innovates mechanism system to realize sustainable development under new normality.Based on the analysis of current situation after five-star Industrial Park’s off-site relocation,found,compared to the target of 50 high and new tech enterprises and 2 billion Yuan annual sales at the end of 12 th Five-Year,striving for "National level Science and Technology enterprise incubator" "Jiangsu province Science and Technology demonstration park",the effect of transformation and upgrading of the new park is not significant.Which are embodied in low total economic output,low industrial scale,industrial cluster effect is not significant,location uncertainty,less high-tech industry,human resources shortage etc.The major reasons are planning unscientific,imperfect supporting facilities,backward management and service,inadequate policy support,high threshold,lack investment policy attraction.According to the industrial clusters theory,the government tools theory,government relations theory,learning experience of Suzhou industrial park,from the perspective of government,the author believes that we can properly guide the transformation and upgrading of Village industrial park,make leap-forward development,accelerate the gathering of enterprises,promote the healthy,sustained and stable development through the ways of plan functional zone scientificly,improve investment results and enhance the management and service.更多还原
