【摘要】 行政审批是进行宏观经济管理、社会管理、社会服务和实现公共利益的一种重要的手段,行政审批制度改革是政府重塑与再造的重要组成部分,改革开放以后,我国社会经历着深刻而剧烈的转型过程,传统计划经济时代的统制型行政审批制度无法在社会主义市场经济的洪流中规制经济秩序、优化政府职能。天津市BH区以行政审批制度改革为突破口,全力推动政府职能转变,将碎片化的审批职能集中到一个部门,实行“一颗印章管审批”,创新行政审批体制、机制及管理模式,成效显著,但在运行过程中也暴露出许多问题。本文综合运用文献分析法、系统分析法、制度分析法、调查分析法等研究方法,立足于天津市BH区行政审批规制现状,总结其工作成绩和存在的问题,剖析了问题的成因,基于此来设计持续深化行政审批制度改革的方案,提出对策建议,为构建符合天津市BH区现实要求的行政审批管理模式提供参考。对策主要包括推动审批制度规范化法治化建设、持续调整行政审批范围、进一步完善行政审批程序、着力加大行政审批监管力度、健全双向对接协作机制、着力增强综合服务功能、优化审批干部队伍建设。更多还原

【Abstract】 Administrative examination and approval is an important measure during macroeconomic management,social management,social service and the realization of public interest.The reform of the administrative approval system is an important part of the government to reinvent and rebuild.As our society is undergoing profound and radical transformation process after the reform and opening up,the dominating administrative approval system of traditional planned economy era cannot regulate the economic order and optimize government functions in the flood of socialist market economy.It promoted the change of government functions fully based on the reform of administrative examination and approval system in Tianjin BH area,which has focused on fragmentary functions into one department to examine and approve with one seal and innovated system,mechanism and management model of administrative examination and approval.Many problems were exposed in practice although the results were significant.This thesis uses document analysis method,systematical analysis method,institutional analysis method,investigation and analysis method in order to summarize the successful experience and existing problems and analyze the causes of problems.On this basis,this thesis designs the plan of continuing to deepen the reform of administrative approval system and put forward some countermeasures according to actual situations and then provides a reference for the construction of the administrative examination and approval management which meets the actual requirements in Tianjin BH area.The reform measures mainly include promoting standardization and legalization construction of the administrative examination and approval system,continuing to adjust the scope of the administrative approval system,further improving procedures of the administrative examination and approval system,putting forth effort to increase supervision of the administrative approval system,improving bidirectional docking and cooperation mechanism,focusing on enhancing the comprehensive service function and strengthening the construction of cadres engaged in the administrative examination and approval.更多还原
