【摘要】 自20世纪80年代我国开始设立“开发区”以来,这一新生事物为我国的改革开放和区域经济发展做出了不可磨灭的贡献,成为全国各地热衷建设和发展的对象。但是“开发区热”所带来的粗放型发展方式引发了经济增长与资源、环境和生态之间不可调和的矛盾。2016年4月13日,河北省开发区改革发展会议召开,站在战略和全局高度,对开发区改革发展做出了全面部署,着力破除体制机制障碍,为开发区加快发展提供了制度保障。本文以沧州经济开发区做为研究对象,通过对国内外关于开发区发展理论研究的分析归纳,并以苏州工业园、青浦工业园的发展情况和发展经验为例,采用产业集群理论、产业结构理论和SWOT理论等研究理论,运用文献分析法、归纳比较法、实证分析法等研究方法,对沧州经济开发区“十三五”时期发展的机遇和挑战进行分析,归纳出沧州经济开发区的发展现状和存在的问题,并提出管理体制、审批机制、人员聘用、绩效薪酬、产业融资和产业集聚六个方面的改革方案,多措并举、寻找转型发展的适合路径,帮助沧州经济开发区实现创新转型发展,争取早日步入国家级开发区的行列,努力把沧州经济开发区打造成为沧州市中心城区经济发展的内生动力,为河北省建设富强民主和谐文明社会贡献力量。更多还原

【Abstract】 Since the 1980 s,China began to set up a "development zone",this new thing for China’s reform and opening up and regional economic development has made an indelible contribution to become the country around the keen to build and develop the object.But the "development zone hot" brought about by the extensive development of the way led to economic growth and resources,environment and ecology between the irreconcilable contradictions.April 13,2016,Hebei Province Development Zone Reform and Development Conference held,standing on the strategic and overall height of the development zone reform and development has made a comprehensive deployment,efforts to get rid of institutional barriers to the development zone to accelerate the development of the system provides protection.This paper takes Cangzhou Economic Development Zone as the research object.Through the analysis of the theory of development zone development at home and abroad,and taking the development and development experience of Suzhou Industrial Park and Qingpu Industrial Park as an example,the industrial cluster theory,industrial structure Theory and SWOT theory,this paper analyzes the opportunities and challenges of the development of Cangzhou Economic Development Zone during the 13 th Five-Year Plan period by means of literature analysis,comparative analysis and empirical analysis,and summarizes the development of Cangzhou Economic Development Zone The development of the status quo and existing problems,and put forward the management system,the approval mechanism,personnel employment,performance pay,industrial financing and industrial agglomeration in six aspects of the reform program,and more measures to find a suitable path for transformation and development to help Cangzhou Economic Development Zone Innovation and development,for the early entry into the ranks of state-level development zones,and strive to Cangzhou Economic Development Zone to create a strong economic development in Cangzhou City,providing strategic support for the construction of economic province,beautiful Hebei.更多还原
