【摘要】 新型城镇化是现代化的必由之路。重庆正处于新型城镇化中期加速发展阶段,大量人口进入城镇,分散在各个社区,使得城市基层社会体系尤其是社区人群结构发生重大转型,新型城镇化孕生新型社区形态,我国城市社区管理模式面临转型。重庆公租房建设规模体量属全国之最,大量外省市来渝务工、本市进城务工人员大量聚集,与其他小区相比,公租房社区治理的任务更加繁重,同时也为新型城镇化背景下的社区治理提供了很好的样本。2011年以来,公租房社区大党委领导下的各辖区单位和部门积极开展社区治理,通过制定出台相应政策文件,基层党建与社区治理深度融合,优化创新公租房社区治理的体制等做法,把社区真正建设成为管理有序、服务完善、文明祥和的社会生活共同体。推进新型城镇化进程中的社区治理不仅是重构政府与社会关系的重要途径,也是提升政府公共管理水平、提高社会治理能力、推进城乡一体化的重要标志。本研究立足于国内外社区管理的经验,梳理和借鉴已有公租房社区管理现状,研究目前重庆公租房社区治理的相关做法和经验,对目前的成效和面临的问题进行剖析,并提出针对性建议。正文包括:一是相关概念及理论、实践经验借鉴以及国内外管理模式介绍。首先研究了国外社区概念的提出和发展,国内社区管理的概念和理论,最后参考了德、美、日三国的社区管理模式,接着考察了并着重研究了香港、常州、苏州、成都以及重庆五个地方的公租房管理模式。二是对重庆公租房社区治理情况介绍和分析,并介绍了两江名居、康庄美地两个小区目前的相关做法。三是重庆公租房社区治理存在的问题分析。四是建议措施。研究发现,重庆公租房社区治理存在以下问题:一是法律层面制度缺失,二是社区治理主体管理方面存在问题,三是社区治理客体的管理所面临的问题。针对以上问题,本着以党的建设为统揽,基层党建与社区治理深度融合为出发点,我们提出以下建议:一是健全法律及制度;二是社区治理主体管理方面相关措施;三是社区治理客体治理方面相关措施。更多还原

【Abstract】 Chongqing is in the middle of the new urbanization accelerated development stage,a large population are going into the city,scattered in various communities,that makes the urban grass-roots social system,especially the community population structure significant transformation.One new type of community,urban community management model is facing transformation.The public rental housing of Chongqing construction scale is the most in China,a large number of provinces and cities going into the city for working.Compared with other cell,Public rental community governance task more onerous.At the same time,it also provides a good sample for the community governance under the background of the new urbanization.Since 2011,Public rental housing under the leadership of the Party committee of the various districts and departments actively carry out community governance.Through the development of appropriate policy documents,grassroots party building and community governance,Optimizing the system of community governance of public rental housing,the community truly become an orderly management,perfect service,civilized and peaceful community of social life.Promoting community governance in the process of urbanization is not only an important way to reconstruct the relationship between government and society,it is also an important symbol to improve the level of public administration,improve the ability of social governance,and promote the integration of urban and rural areas.This study is based on the domestic and foreign community management model,combing and drawing lessons from the existing public rental community management,This paper studies the relevant practices and experiences of Chongqing public rental community governance,analyzes the current achievements and problems,and puts forward some suggestions.Text includes four parts: First,related concepts and theoretical and practical experience,as well as domestic and foreign management model.First of all,this paper studies the concept and theory of the concept of community management in foreign countries,then,the paper studies the management mode of public rental housing in Hongkong,Changzhou,Suzhou,Chengdu and Chongqing in five places.Second,the Chongqing public rental community governance situation is introduced and analyzed,and introduced the related practice of Liangjiangmingju and,Kangzhuangmeidi at present.Third,analysis on the problems of Chongqing public rental community governance.Fourth,suggestions and measures.After the study,Chongqing public rental community governance problems: First,the lack of legal aspects of the system,two,there are problems in the management of the main body of community governance,the three is the problem of the management of the object of community governance.To solve the above problems,in line with the construction of the party as the guide,grass-roots party building and community governance integration as the starting point,we put forward the following suggestions: First,improve the laws and systems;two,the main measures of community governance;three,measures related to the governance of community governance objects.更多还原
