【摘要】 近年来,深圳市城市更新活动快速发展,大量住宅建成交付使用,但城市更新项目周边的公共设施建设进度却相对滞后,无法满足新入伙居民的就学、出行、休闲等诉求。原特区外的区域,由于公共设施建设的历史欠账较多,公共设施建设滞后现象尤为突出。本文旨在构建一个适合城市更新项目周边公共设施的建设模式,鼓励社会资金投资建设学校、道路、公园等公共设施。本文查阅了国内外社会资金投资建设公共设施的大量文献,梳理了PPP模式的应用情况,重点分析了代建制建设模式的现状,指出代建制建设模式应用于城市更新项目周边公共设施的存在问题,提出了改善对策。通过对公共设施建设全流程的深入分析,本文总结了针对性的调整措施,对现有公共设施建设模式的项目申报、建设管理、资金管理等3个环节进行优化,提出了优化后的项目申报流程、建设管理流程、资金管理流程,构建了社会资金投资城市更新项目周边公共设施的建设模式(以下简称60/40建设模式)。通过查阅文献、专家调查问卷的方式,遴选了相关评价指标,制定了评分原则,建立了公共设施项目实施过程的评价指标体系和方法。最后本文以龙岗区城市更新项目周边公共设施为例进行案例分析,比较评价代建制建设模式和60/40建设模式的实施效果,验证了60/40建设模式的可行性和有效性,并结合应用反馈情况,提出了相应的改善建议。更多还原

【Abstract】 In recent years,the urban renewal activities in Shenzhen have developed rapidly,and a large number of houses have been built and used.But the public facilities construction around urban renewal projects is behind schedule.It’s hard to satisfy the needs of the new residents,such as education,entertainment and leisure.The district which is outside the original special economic zone has lots of historical debt of public facilities construction.The phenomenon of lagging public facilities construction is particularly prominent.This dissertation aims to structure a suitable construction model of public facilities around urban renewal projects.It encourages the use of social capital in constructing schools,roads,parks and other public facilities.On the basis of much literature study of domestic and international public facilities construction,this dissertation sorts out the application situation of PPP model.It focuses on analysis of the current situation of agent construction system.It also studies the existing problems of agent construction system in public facilities around urban renewal projects,and it puts forward improving measures.By deep analysis of the whole process of public facilities construction,this dissertation summarizes corresponding adjustment measures.It makes improvement suggestions on project application,construction management and funds management of agent construction system.It puts forward the optimized process of public facilities application,construction management and funds management.These structure the construction model of social capital investment in public facilities around urban renewal projects(the 60/40 construction model).This dissertation makes use of literature review and expert questionnaires.And it selects the relevant evaluation index,formulates the grading principle and sets up evaluation index system and measures of public facilities project implementation process.In the end,this dissertation chooses the example of public facilities around Longgang urban renewal projects as a case study.It makes comparative assessment of the implementation effect of the agent construction system and 60/40 construction model,thereby verifying the feasibility and effectiveness of the 60/40 construction model.In addition,it combines with the situation of application feedback to put forward the corresponding improvement suggestions.更多还原
